During his working trip to attend the World Economic Forum (WEF) in Dalian and work in China, on the afternoon of June 24, Prime Minister Pham Minh Chinh had meetings with leaders of two large enterprises, including Mr. Ton Vinh Khon, Chairman of the Board of Directors of Dalian Locomotive and Carriage Company Limited (CRRC) and Mr. Vuong Tieu Quan, Vice President of China Power Construction Corporation (PowerChina). These are two enterprises with investment and cooperation projects in Vietnam.
At the meeting with the Chairman of CRRC, the Prime Minister affirmed that the need to build and develop railways is an urgent and important issue for Vietnam at the present time. He also shared his interest in investing in new-gauge railways and urban railways.
Mr. Ton Vinh Khon, Chairman of the Board of Directors of Dalian Locomotive and Carriage Company Limited, presented Prime Minister Pham Minh Chinh with a model train.
Mr. Ton Vinh Khon shared that urban railways in China are developing rapidly and strongly, bringing high economic efficiency. Mr. Ton affirmed that CRRC Company can meet the demand for urban railway development in major cities of Vietnam, providing systematic solutions for Hanoi and Ho Chi Minh City to develop a modern urban railway system, and is ready to participate in promoting the three railway lines Lao Cai - Hanoi - Hai Phong, Dong Dang - Hanoi, Mong Cai - Ha Long - Hai Phong.
As a Chinese state-owned enterprise, CRRC is willing to participate in railway construction projects in Vietnam and promote cooperation in this field, according to Mr. Ton.
“We have a long history and outstanding capabilities, fully meeting all of Vietnam’s railway needs, including urban railways and new energy vehicles,” Mr. Ton affirmed. He hopes that the meeting with the head of the Vietnamese government will create opportunities and a foundation for cooperation between the two sides in the railway and urban railway sectors, contributing to the friendship between Vietnam and China.
The Prime Minister said that Vietnam currently has over 2,000 km of railway with over 300 stations, but in recent years, its exploitation has not been truly effective. In the context of many changes in the world and the region, Prime Minister Pham Minh Chinh emphasized that railway transport has many advantages compared to other types of transport such as lower cost and better suitability for some goods. Therefore, Vietnam has a different view on railway development and investment.
The Prime Minister noted that investment requires a long-term vision to avoid overloading or becoming outdated as soon as it is completed. The Prime Minister asked businesses to help Vietnam build a railway industry, transfer technology, and train human resources.
In further discussion, Minister of Transport Nguyen Van Thang also emphasized the development orientation of the railway industry because the field has a lot of room, in which the important content is to strongly develop and invest in locomotives and rolling stock because in the near future, all of Vietnam's locomotive and rolling stock systems must be converted.
The Prime Minister said that developing new energy locomotives is a trend, and suggested that businesses discuss cooperation directions in the spirit of "harmonized benefits and shared risks".
The Chairman of the Board of Directors of Dalian Locomotive and Rolling Stock Co., Ltd. affirmed that it is ready to cooperate with railway and urban railway projects and provide solutions to promote inter-regional and inter-area transportation in Vietnam.
At the meeting with Mr. Wang Xiaojun, Vice President of PowerChina Group, Prime Minister Pham Minh Chinh thanked the Group for its investment and cooperation in Vietnam.

Also discussing the railway and urban railway sectors, Mr. Vuong said that the Group has participated in the high-speed railway project from Beijing to Shanghai, is an experienced contractor with participation in the construction of more than 2,000 km of high-speed railway, 800 km of subway... He affirmed that PowerChina is ready to participate with Vietnamese partners in implementing high-speed railway development projects in Vietnam.
The Prime Minister affirmed that the Government is committed to accompanying, supporting and creating the most favorable conditions for Chinese enterprises in general and PowerChina in particular to deploy investment and operate projects successfully, effectively, and for mutual benefit.
CRRC was founded in 1899 with the main construction field as the only large-scale key state-owned enterprise independently developing and manufacturing railway locomotives including diesel locomotives, electric locomotives, diesel engines, urban rail vehicles, express trains and new energy locomotives. Up to now, the Company has exported products to 32 countries including Vietnam. The Company has 8,737 employees and 2023 revenue of 2.2 billion USD. In 2013, the Company exported 9 units of diesel locomotives to FHS Company in Ha Tinh with remote control function, used for freight transport in harsh environmental conditions.
