On the afternoon of July 19, Inspection Team No. 3 of the Standing Committee of the City Party Committee, led by Deputy Secretary of the City Party Committee Nguyen Van Phong, inspected the leadership, direction and organization of the implementation of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City" at the Department of Information and Communications.
Attending were Standing Committee Member of the City Party Committee, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
No avoidance or shirking of work
Reporting to the Inspection Team, Deputy Director of the Department of Information and Communications Nguyen Tien Sy said that after nearly a year of implementing Directive 24-CT/TU, the Department has seriously, focused, and resolutely led and directed the implementation. The implementation of discipline and the promotion of responsibility in handling work at the Department of Information and Communications have achieved positive results, contributing to creating a strong change in the awareness and actions of Party members, civil servants, public employees, and workers in the agency. Thereby contributing to improving the effectiveness of the Department's direction and operation and the quality of State management in the field of information and communications in the city.
Overcoming the shortcomings and limitations of many years ago, basically all assigned political tasks were implemented promptly. Departments and units promptly proposed solutions and measures to actively carry out tasks, ensuring progress as required. The team of cadres, civil servants, public employees and workers were aware of overcoming difficulties, working with a high sense of responsibility, proactively implementing assigned tasks in accordance with their responsibilities.
Internal work has been given attention, basically completing the arrangement and consolidation of the organizational structure of the departments and units under the Department. At the same time, promulgating regulations on functions, tasks and powers of departments, offices and units; reviewing and consolidating the system of regulations and working processes. Assigning tasks clearly to people, jobs and responsibilities; absolutely no evasion or pushing of work. Administrative reform work has received synchronous attention, the results of the Department's administrative reform index ranking in 2023 have made remarkable progress, ranking 11th out of 22 departments and branches (up 11 places compared to 2022).
In addition, due to the thorough understanding and serious implementation of Directive 24-CT/TU, from 2023 to present, the Department has not had any cases of civil servants or public employees failing to meet job requirements, having weak capacity, violating discipline, discipline and responsibility in handling work, leading to disciplinary action or replacement or transfer to other jobs.
State management of the press, publishing, foreign information and grassroots information has been strengthened. In particular, the Department has developed 2 projects: Project to continue to arrange, develop and manage Hanoi press until 2025, direction for implementation in the next phase. Project to communicate and promote Hanoi brand and image in the period 2025 - 2030. Submit to the City People's Committee for consideration and approval of the Project to publish Hanoi People Magazine.
More determined and stronger in advisory work
In his concluding remarks, Deputy Secretary of the City Party Committee Nguyen Van Phong highlighted the significance and context of why the Standing Committee of the City Party Committee issued Directive 24-CT/TU. Especially when there is still a situation of evasion, shirking, and lack of responsibility of a number of cadres and civil servants while the requirements of tasks and demands of the people are increasingly high. Along with that is the enthusiasm and exemplary responsibility of each cadre, the formula and Directive 24-CT/TU are not outside the purpose of tightening discipline and order. Thereby arousing the desire to contribute and develop of each citizen of the Capital.
“In that context, the Department of Information and Communications plays an important role in implementing Directive 24-CT/TU of the City, especially the role of the Department in the field of digital transformation of the City” – the Deputy Secretary of the City Party Committee emphasized.
The Deputy Secretary of the City Party Committee acknowledged that the Department of Information and Communications has seriously implemented Directive 24-CT/TU and achieved initial results. In particular, the Department of Information and Communications has paid attention to inspecting and supervising units as well as each cadre and civil servant in implementing Directive 24-CT/TU.
Regarding the tasks in the coming time, the Deputy Secretary of the City Party Committee requested the Department of Information and Communications to step up propaganda and dissemination of the functions and tasks of the unit in the context of the current domestic and international development of information technology. In particular, Hanoi must take the lead in the field of information technology and digital transformation, in line with Directive 24-CT/TU. Therefore, the Department of Information and Communications must advise the City to implement the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; the overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065 related to the industry and field of the unit.
The Deputy Secretary of the City Party Committee also requested the Department of Information and Communications to continue reviewing and perfecting the working regulations and coordination regulations of the Party Committee, the Board of Directors with organizations to operate more effectively. In particular, it is necessary to clarify the responsibilities of the Director, the Party Committee Secretary as well as members of the Board of Directors and the Party Committee; associated with the implementation of Directive 24-CT/TU in implementing new and difficult tasks for each cadre and civil servant.
In addition, the Department of Information and Communications needs to be more determined and stronger in advising the City in its assigned areas, especially on new models and good practices in digital transformation associated with people's practical lives. Continue to promote the installation of the Digital Capital Citizen Application (iHaNoi) - an online interaction channel in the digital environment between people, businesses and Hanoi authorities. In particular, it is necessary to coordinate with the City's press agencies to promote the installation of iHaNoi for people to understand and install.
