Encourage economic development
On the morning of April 5, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee led the working delegation to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model in Quy Hop district.
The delegation included members of the Provincial Party Executive Committee: Nguyen Viet Hung - Director of the Department of Home Affairs; Vi Van Son - Director of the Department of Ethnic Minorities and Religions, along with leaders of the Provincial Party Committee, Provincial People's Council, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee, leaders of the Departments: Construction; Finance; Culture - Sports and Tourism.
Working with the provincial delegation, leaders of Quy Hop district, there were comrades: Duong Hong Vu - Secretary of the District Party Committee; Nguyen Dinh Tung - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee and leaders of district-level departments.
Before working with the leaders of Quy Hop district, comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and the delegation visited Toan Cau Mineral Joint Stock Company in Tho Hop Industrial Cluster. This is an enterprise specializing in the production of exported stone powder, with revenue last year reaching 350 billion VND. The company creates jobs for 180 workers with an average income of over 11 million VND/person/month; Contributing 20 billion VND to the budget of Nghe An province in 2024.
At the meeting, business representatives requested support from all levels in infrastructure construction, clean water supply arrangement, drainage system construction and research on VAT reduction. Business representatives also reported that there were many export orders to the US, and difficulties arose when the US applied new import tax rates.
Quy Hop district currently has over 430 enterprises, of which more than 200 enterprises operate in the mineral sector. Enterprises in the area have made positive contributions to the socio-economic development of the area. Comrade Bui Thanh An acknowledged the contributions of enterprises, and at the same time hoped that enterprises would pay special attention to participating more effectively in environmental protection and social security.
Reporting on the socio-economic situation in the first quarter, comrade Nguyen Dinh Tung - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee said that agricultural, forestry and fishery production continued to maintain a stable growth rate. The total area of seed crops in the 2025 Spring crop is 3,306 hectares; sugarcane is estimated to be 3,536 hectares, with an estimated yield of 65 tons/ha. The total area of citrus fruit trees in the district is about 217 hectares.
Industrial production and basic construction are maintained and developed relatively stably. In the first quarter of 2025, the output of major industrial products reached large volumes, such as: Tin ingots reached 37.5 tons; Construction stones of all kinds 362,800 m3; Stone powder 500,000 tons; Dried tea buds 75 tons; Dry rubber latex 92.5 tons; Bricks of all kinds 950,000 pieces...
Trade services have developed well. The settlement of investment capital in the first quarter of 2025 has been 9 projects, with an approved value of over 16.8 billion VND, with a reduction and savings of 241 million VND. However, the disbursement rate of public investment capital and implementation of national target programs is still low compared to requirements.
Quy Hop district has developed a plan to arrange administrative units according to the instructions of the province and the Central Government to submit to the province for comments; in which the plans to arrange cadres, facilities, and new commune headquarters are calculated to suit reality.
Comrade Bui Thanh An spoke, requesting Quy Hop district when establishing a new commune administrative unit, to continue to promote its strengths in agriculture, mining industry, trade and services in a systematic and effective manner. From there, continue to promote production, increase export turnover and budget revenue for the locality and the province to reinvest in development in the area.
The Standing Vice Chairman of the Provincial People's Committee requested district and commune officials in Quy Hop to clearly analyze the reality of agricultural production to find effective solutions, especially in recent years, the strength of citrus trees (oranges, tangerines) has decreased sharply in area. From the reality of citrus trees, it is necessary to calculate and have reasonable solutions for commercial crops in the area, in order to develop a more sustainable agricultural economy.
Quy Hop is identifying the strengths of economic development as industry, construction - services - agriculture. Up to now, Quy Hop is almost the only locality and the earliest in the province to develop mineral exploitation and processing. However, the problem is that this sector needs to continue to invest in processing to serve domestic consumption and export to achieve efficiency and increase economic value.
At the same time, it is necessary to frankly acknowledge that state management in the fields of land, minerals, and environmental protection is still limited. Quy Hop has had hot spots regarding environmental protection in mineral exploitation. When establishing new commune administrative units and abolishing the district level, it is necessary to promote the responsibility of commune authorities in this field in coordination with departments and functional forces to handle arising issues.
On that basis, the new administrative units of Quy Hop need to closely coordinate with departments, branches and enterprises to contribute to promoting development, increasing the application of advanced and modern technologies to limit losses, increase the value of exported minerals, contributing to the implementation of the double-digit growth target, specifically 10.5% this year, set by the Central Government and Nghe An province.
The new communes of Quy Hop also need to clearly position themselves as the central role in the regional linkage of communes along National Highway 48, to effectively promote their potential and strengths, effectively attract resources, and focus on investment in transport infrastructure, essential infrastructure for people's lives, and agricultural infrastructure. Along with that, actively attract investment resources from enterprises to create momentum for rapid and sustainable socio-economic development.
Strengthening grassroots government
Affirming that the province's establishment of 5 working groups to review, research, and orient the arrangement of administrative units is timely, and together with districts and communes, this work is carried out quickly and effectively, comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee said that district, commune, and town officials must be steadfast in ideology, clearly define their responsibilities to effectively deploy solutions.
Comrade Bui Thanh An acknowledged the efforts of Quy Hop district in socio-economic development, and in doing a good job in building and repairing houses for disadvantaged policy households and families with housing difficulties.
Regarding the plan to rearrange units of communes and towns, Quy Hop district has implemented it closely to reality, initially found it suitable, and can submit it to the authorities. However, the district continues to study the arrangement of the administrative apparatus, arrange cadres and civil servants reasonably, promote efficiency and effectiveness of work. At the same time, review and coordinate well the work of building basic infrastructure, information infrastructure, disbursing public investment, transferring works and projects and having plans to handle public assets when rearranging administrative units, avoiding loss and waste.

“The process of reorganizing administrative units aims to strengthen the grassroots government system, to better assume autonomy and self-responsibility in the conditions of decentralization and delegation of power. Thereby, building a government level closer to the people, serving the people better. With that mindset, cadres and civil servants in Quy Hop need to further promote their roles and responsibilities in implementing discipline, improving the efficiency of current work and after the reorganization of administrative units. During that process, cadres and civil servants need to strengthen mass mobilization work, grasp the thoughts and aspirations of the people, properly handle administrative procedures, and at the same time effectively carry out career guidance for the younger generation and those of working age,” emphasized comrade Bui Thanh An.
Regarding some recommendations of the district, comrade Bui Thanh An requested the departments and branches of the province to coordinate to resolve them thoroughly, ensuring that when the district-level administrative units are abolished, backlogs in all areas are minimized, creating favorable conditions for new communes to quickly stabilize and focus on development in the new period.
