In recent times, vocational training institutions (VETs) in the province have cooperated with enterprises to improve the quality of vocational training and create jobs for workers. However, this relationship needs appropriate solutions to create closer ties to create sustainable jobs for students after graduation.

The activities of linking vocational education with enterprises in recent years have always been highly valued by the authorities of Quang Tri province. Vocational education has attracted the attention of many enterprises, accompanying the improvement of training quality, creating sustainable jobs for students after graduation.
The cooperation between enterprises and vocational training institutions helps open up opportunities for students to access technology and practice skills. Many enterprises have cooperated well with vocational training institutions such as: Hoa Tho Garment Company; Central Garment Joint Stock Company, Quang Tri Trading Corporation Joint Stock Company...
According to Director of the Department of Labor, War Invalids and Social Affairs (DOLISA) Le Nguyen Hong, since the Law on Vocational Education officially took effect, vocational education activities in the province have changed dramatically from state management agencies to vocational education institutions and enterprises.
The relationship between vocational training institutions and enterprises has been initially formed. Vocational training institutions also realize the importance of close cooperation with enterprises as a decisive factor in the training quality of the unit and the quality of students after graduation.
However, on a large scale, the cooperation between enterprises and vocational training institutions is not high. Preliminary statistics show that in the period 2016-2023, about 70% of students and graduates have jobs, but only 49% work in their major. This result reflects the "phase difference" between training and local social needs. This leads to an imbalance in human resources, causing waste of social resources.
The reason for the above situation is primarily due to the thin network of vocational training facilities in the province, the number of private vocational training facilities is not large, while the socialization of vocational training is still limited, not attracting the participation of individuals and organizations at home and abroad. The training professions at vocational training facilities in the province are not really diverse, so they do not meet the recruitment needs of enterprises.
Through survey data in industrial parks and economic zones in the province, most of the projects are in the investment stage, so enterprises do not have specific recruitment plans for positions, occupations, and qualifications, but only provide general figures; or some projects have not been implemented, leading to vocational training institutions being passive in developing recruitment and training plans to meet the recruitment needs of enterprises. Along with that, enterprises and vocational training institutions have not yet developed their own training programs for enterprises, only based on available basic occupations. The knowledge that students and pupils receive after graduation does not meet the needs of employers, so they have to be retrained.
According to Mr. Le Nguyen Hong, in order to meet the needs of the increasingly fluctuating labor market in the context of Quang Tri promoting investment attraction and implementing large projects in the area, the close connection between vocational training institutions and enterprises and the labor market is extremely important. To do this well, there must be synchronous solutions.
In particular, continue to effectively implement Plan No. 1967/KH-UBND dated May 8, 2019 of the Provincial People's Committee on implementing the Project "Career education and orientation of student streaming in general education for the period 2018-2025"; focus on including streaming targets in local socio-economic development targets and plans.
Promote the work of training linkage and association through encouraging and supporting the creation of conditions for vocational training institutions outside the province to recruit, train, and cooperate in training in the province to diversify training professions to help learners have more choices.
This will gradually compensate for the professions that the province currently lacks, especially key professions and high-quality professions that businesses are in need of recruiting. Mobilize all social resources to participate in vocational education. Encourage and create conditions for organizations and individuals to invest in facilities and teaching equipment to serve vocational training.
Vocational training institutions need to build close relationships with businesses, sign cooperation agreements with businesses to improve training quality, aiming to serve and meet the human resource needs of society. Build annual data on students and graduates to provide to recruiting units. Introduce jobs after graduation for students and students.
Enterprises need to establish a training department to act as a focal point to connect with vocational training institutions. Every year, enterprises need to have statistics on the need for new labor, as well as the need for retraining so that the authorities can compile statistics and help vocational training institutions organize enrollment, develop training programs and plans. Enterprises also need to have financial support policies to carry out training work.
It can be affirmed that the sustainable connection between vocational training institutions and enterprises plays an important role in ensuring and improving the quality of training products of vocational training institutions, to provide quality human resources for enterprises. Therefore, building and strengthening the sustainable connection between vocational training institutions and enterprises in human resource development is an urgent requirement, a mandatory task and a demand of society.
