National Assembly Chairman Tran Thanh Man said that Hai Phong not only creates new momentum and development space for the locality and region, but also connects with the international market; builds Hai Phong city to be increasingly rich, beautiful, civilized, modern, and the people's lives to be increasingly prosperous and happy.
The National Assembly Chairman stated: Hai Phong is the locality with the highest investment among the provinces and cities in the Red River Delta, Hai Phong has the conditions to make a breakthrough.
Expressing basic agreement with the frank assessments of the difficulties and limitations stated in the reports of the People's Council and the People's Committee of the city; the National Assembly Chairman requested that Party committees at all levels, the government, and the Fatherland Front of the city continue to thoroughly grasp and well organize the Resolution of the 13th National Congress of the Party, the Resolutions of the Central Committee, the Resolutions of the National Assembly, the Government, the Resolution of the 16th Hai Phong City Party Congress; including the Resolution of the 7th Session of the 15th National Assembly, strive to achieve the highest socio-economic development targets and plans for 2024, actively contributing to the whole country's efforts to achieve the goals and targets of 2024.

The National Assembly Chairman requested the city to conduct a preliminary review, assessment, research, review, and promptly remove difficulties and obstacles in the process of implementing Resolution No. 45 dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045; Resolution No. 35 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; Resolution No. 39 dated January 15, 2019 of the Politburo on improving the efficiency of management, exploitation, use, and promotion of economic resources, etc.
The National Assembly Chairman emphasized the content and requirements for the city, including: focusing on accelerating the progress of public investment projects, infrastructure, economy, and society, especially key and important projects.
The city needs to soon submit to competent authorities for approval the Projects on the arrangement of commune-level administrative units, on urban government, and on urban upgrading.

Another key task mentioned by the National Assembly Chairman is that the city needs to prepare for the implementation of Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
As a first-class urban area, it has an important strategic position in terms of economy, culture, society, security and defense of the Northern region; it is the economic, cultural, medical, educational, scientific, commercial and technological center of the Northern Coastal Region as well as the whole country; it is one of the two development centers of the Northern Key Economic Zone; it is a growth pole of the Northern Key Economic Triangle including: Hanoi, Hai Phong and Quang Ninh. Hai Phong converges all types of transportation, so it is very favorable for multi-sector and multi-sector economic development.
Another important task that needs attention is that the city needs to promote the sense of responsibility of its cadres, civil servants, and public employees, especially the responsibility of leaders; and build a clean and strong political system.
Accordingly, we must resolutely not allow any situation of evading or shirking responsibility; encourage and protect, and have a mechanism to promptly reward cadres with a spirit of innovation, who dare to think, dare to do, and dare to take responsibility for the common good.
Comrade Tran Thanh Man requested the city leaders to promptly deploy and implement comprehensive reform of salary policy; adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and a number of social security policies currently linked to the basic salary, effective from July 1, 2024...

Regarding the activities of the City People's Council, with the motto "Responsibility, innovation, professionalism, efficiency", according to the National Assembly Chairman, the city needs to continue to improve the quality of preparation for meetings; the quality of reviewing reports; monitoring activities must be practical, specific, accurate, and address issues of concern to voters and people.
Returning to Hai Phong to attend the 18th session of the City People's Council on the occasion of the 77th anniversary of War Invalids and Martyrs Day, July 27, on behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man respectfully sent to the Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, wounded and sick soldiers, relatives of martyrs, and people with meritorious services to the revolution of Hai Phong city his warm regards, deep affection and deep gratitude.
