Reporting at the recent Conference to evaluate the implementation results of Resolution No. 33/NQ-CP and propose solutions to remove difficulties and obstacles for the real estate market, Mr. Nguyen Van Sinh, Deputy Minister of Construction, Deputy Head of the Prime Minister's Working Group, said that in the past time, the Working Group and the Ministry of Construction have worked directly with many localities.

In Ho Chi Minh City, the Working Group has received and forwarded 37 petitions from businesses and residents to the Ho Chi Minh City People's Committee and the Ministry of Planning and Investment, requesting solutions to remove difficulties for real estate projects in the area according to their authority. To date, Ho Chi Minh City has directed and resolved 67 projects (equivalent to 37.2% of the initial 180 projects). Of these, 28 projects were under the guidance and supervision of the Working Group, and 39 projects were reviewed by the locality.

In Hanoi, the Working Group has worked to answer, provide direct guidance and written guidance on about 20 petitions related to difficulties and problems of about 712 housing and urban area projects. Currently, Hanoi has directed and resolved 419 projects (equivalent to 58.8% of the initial 712 projects), and is continuing to resolve 293 projects.

Currently, nearly 500 real estate projects in Ho Chi Minh City and Hanoi have had their problems resolved and removed.

Also according to the Report of the Ministry of Construction, as of August 1, 2023, the Working Group has received 112 documents reporting difficulties, problems and recommendations from localities, enterprises, associations and people related to 174 real estate projects. According to the assigned functions and tasks, the Working Group and the Ministry of Construction have reviewed and processed 112 documents.

According to information released by HoREA at the end of April 2023, the Ho Chi Minh City People's Committee has removed obstacles for 7 real estate projects of Novaland Group and Hung Thinh Group. Of which, Hung Thinh Group has had legal obstacles removed for 6 projects. 4 projects are Moonlight Park View - the remaining commercial part (Binh Tan District), Moonlight Boulevard (Binh Tan District), 9 View Apartment (Thu Duc City) and 8X Dam Sen (Tan Phu District) were granted pink books to customers. 2 projects Dat Phuong Nam (commercial name Moonlight Avenue, in Thu Duc City) and Vinh Tien project (commercial name Moonlight Center Point, in Binh Tan District) have had legal obstacles regarding investment procedures removed. Novaland's project that was removed is The Grand Manhattan (District 1, Ho Chi Minh City) which resumed construction after a temporary suspension.

In Dong Nai, the Working Group worked directly with 07 large real estate projects, including projects of Novaland Group, Hung Thinh Group... Thereby, it answered and guided the Provincial People's Committee and local Departments to remove difficulties and obstacles.

With the drastic participation of the Government, Ho Chi Minh City People's Committee and Thu Duc City People's Committee, many projects have been unstuck in recent times.

Recently, the Ho Chi Minh City Inspectorate also issued an inspection conclusion on the Housing and Service Area project at the High-Tech Park (CNC) invested by High-Tech Trading and Service Joint Stock Company, after more than 1 year of inspection and review.

The inspection conclusion stated that the relevant parties need to develop a leasing regulation to properly manage the components and subjects of leasing according to the granted Investment Certificate. Regarding the project implementation progress, the inspection conclusion stated that the project is behind schedule due to objective reasons such as site clearance, impacts of the COVID-19 pandemic, etc. Therefore, to speed up the project implementation progress, it is necessary to coordinate with relevant parties to completely resolve the above-mentioned problems, creating conditions for the investor to implement the project.

Based on the results and conclusions of the inspection, the City Inspectorate recommended that the Ho Chi Minh City People's Committee direct a number of issues such as: Coordinate with the Thu Duc City People's Committee to completely resolve the site clearance of 2 households that have not yet handed over land in the project; Consider and propose to remove difficulties and obstacles in connecting technical infrastructure, creating conditions for the investor to continue implementing the project, ensuring progress according to legal regulations; Approve the Regulations on house rental at the project... These are considered positive moves of the City to remove obstacles for the investor and related parties to continue implementing and completing the project, and put it into operation soon.

According to Mr. Le Hoang Chau, Chairman of HoREA, the efforts of the Ho Chi Minh City People's Committee have initially achieved some positive results, contributing to increasing confidence in the real estate market. HoREA expects that with the drastic participation of competent authorities, especially through the effective coordination of the Government Working Groups, the Prime Minister's Working Group and the City People's Committee, it will contribute to solving most of the real estate projects facing difficulties in the city.
