Many infrastructure facilities have not yet been relocated.
According to observations by Giao Thong Newspaper at the intersection of provincial road 623B in Nghia Ky commune (Tu Nghia district), at the beginning of the project, the contractor is actively constructing the bridge abutments and roadbed to ensure the girder launching schedule is met and to accelerate the progress of each item.
Power lines, telecommunication cables, and public streetlights are still obstructing the view right up to the edge of the overpass abutment on Provincial Road 623B.
However, the 0.4kV power line and public street lighting line remain obstructing the area, despite nearly two years having passed and numerous requests from the investor and construction contractor to the Quang Ngai provincial authorities to urgently relocate them.
Many workers constructing the steel structures and pouring concrete for the bridge piers expressed concerns about potential electrical short circuits causing fires, explosions, and electric shocks, especially given the tangled network of household electrical wires and telecommunication cables hanging overhead... as the distance between the construction site and the power lines is less than 3 meters.
Not far from there, at the intersection leading to Truông Ổi, the 0.4kV power grid infrastructure, which has long been planned for relocation by Quảng Ngãi province, remains in a state of waiting. Meanwhile, the contractor has built an embankment of about 2 meters high on the southern side of the route. Beneath the existing roadbed, the clean water supply pipeline is also "dormant".
In reality, although the local authorities have actively participated in land clearance and basically handed over the main route's land to the contractor, there are still many obstacles along the route that hinder the project's construction and overall progress.
A 22kV power line runs across the construction site of a key national project.
A representative from the contractor Dacinco stated that completing the embankment of the initial section of the route requires constructing a new road to Truông Ổi on the west side of the project. However, households whose land was expropriated, despite having handed over the land, are obstructing construction, claiming that their houses have been partially demolished and that they have not been issued land use rights certificates by the competent authorities.
"Due to the aforementioned obstacles, the work of removing weathered soil and building the roadbed for the main expressway and the road to Truông Ổi is still at a standstill. The technical infrastructure issues have caused interruptions and discontinuity in the project's construction."
"We hope that the local authorities will provide support to help the contractor overcome difficulties related to technical infrastructure in order to accelerate the project's progress as required," the contractor's representative requested.
Along the main route of the project through package XL1, scattered images of 22kV and 0.4kV power poles and telecommunication cables still remain within the construction area. These problematic locations have become major obstacles for the contractor in the project implementation process, such as the section passing through Hanh Thuan and Hanh Minh communes (Nghia Hanh district).
Similarly, in the sections of packages XL2 and XL3 located in Mo Duc district and Duc Pho town, the contractor also encountered difficulties due to the power grid infrastructure. These obstacles significantly impacted earthworks and the construction of related items.
Urgently relocate technical infrastructure and hand over the site.
A representative from the Deo Ca contractor stated that, essentially, the land for the main route of the project has been handed over by Quang Ngai province for the construction units to begin work. However, specific obstacles along the route, such as power lines, fiber optic cables, and water supply, are causing interruptions in construction work.
Quang Ngai province has directed relevant agencies to urgently relocate technical infrastructure facilities and hand over the site to the construction contractor.
We hope that the local authorities will fulfill their commitments to hand over the land to the contractor in full this year, providing a basis for completing the remaining roadbed sections and accelerating the project's progress to ensure completion as per the Prime Minister 's call for a "500-day emulation campaign to complete 3,000km of expressways".
Representatives from Project Management Board 2 stated that a survey and assessment of the entire route's land use has been conducted. The main issues currently include the power grid crossing the main line and technical infrastructure, with six major obstacles requiring relocation as soon as possible. Additionally, there are supplementary land acquisition locations following adjustments, but local authorities have yet to approve compensation rates due to the lack of a land price list, leading to intermittent construction work.
Regarding the unrelocated power lines, a representative from Quang Ngai Power Company stated that the delay is due to the local authorities and the unit responsible for land clearance not yet having allocated land for relocation. These units must allocate land and determine the relocation site before the power sector can begin relocating the poles and power lines.
According to Ngo Van Dung, Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, with some remaining technical infrastructure obstacles on the main route, the Board has been coordinating with the investor to adjust the supplementary design to find relocation sites.
In the coming period, the unit will continue to coordinate with relevant units and localities to promptly relocate power poles, low-voltage lines, and clean water supply systems away from the main route to ensure the site is clear for the investor to carry out construction.
According to the Quang Ngai power sector, the delay in relocating the power grid is due to local authorities not yet handing over the land for the pole foundations.
At a recent meeting with relevant agencies to expedite the disbursement of investment capital for key projects, Vice Chairman of the Quang Ngai Provincial People's Committee Tran Hoang Tuan requested that relevant units and localities coordinate to accelerate the relocation of technical infrastructure so that construction units can proceed with project implementation on schedule. He emphasized that land acquisition issues should not be allowed to affect national key projects.
