On the morning of August 20, the People's Committee of Thai Binh province held a press conference to provide information related to the results of the 10th grade entrance exam for the 2024-2025 school year.
Regarding the inspection results related to the controversy over the 10th grade entrance exam scores in Thai Binh, through inspection, the Thai Binh Provincial Inspectorate said that during the process of re-checking the essay test scores, the number of test scores that were manually checked for correctness was only 0.71%, not ensuring at least 20% of the essay test scores as prescribed.
When detecting errors, the Secretariat did not make a record but only recorded information about the candidates with errors and forwarded it to the Head of the Exam Steering Committee. The Head of the Exam Steering Committee did not clearly identify the cause and take measures to correct the errors through checking the Secretariat's matching of the scores, which was not in accordance with regulations.

The inspection team conducted manual marking of 100% of the essay tests (no re-marking of the tests was performed).
Through that, it was determined that 2,997 exams were off-beat, causing 2,750 exams to have incorrect scores. There were 49 exams with errors in the scoring and entry process, of which 19 exams had incorrect scores compared to the published score sheet.
The total number of essay exams with incorrect scores was 2,769; of which 1,368 exams had scores higher than the announced scores, and 1,401 exams had scores lower than the announced scores.
The total number of candidates with incorrect admission scores is 1,589 candidates, of which 781 candidates have a higher admission score than the announced admission score, and 808 candidates have a lower admission score than the announced admission score.
Based on the 2024-2025 high school grade 10 enrollment plan approved by the Thai Binh Provincial People's Committee and the inspection scores of the candidates, the Inspection Team determined that the new admission scores for the first round had changed in 4/12 specialized classes and 11/29 admission councils of mass high schools.
According to the new admission scores for the first round at the Specialized High School Admissions Council, 15 candidates changed from not being admitted to being admitted; 15 candidates changed from being admitted to not being admitted.

The cause was determined to be that the Head of the Secretariat and related individuals of the Secretariat did not fully perform their responsibilities in performing their official duties.
The head of the exam steering committee was irresponsible, did not check, supervise and did not promptly report to the Thai Binh Provincial People's Committee about unusual incidents related to the exam.
In this case, the Inspectorate of Thai Binh province determined that Mr. Nguyen Viet Hien - Director of the Department of Education and Training of Thai Binh province was responsible as the head of the Department of Education and Training of Thai Binh province, Head of the Steering Committee for the 10th grade entrance exam in Thai Binh.
Thai Binh Provincial Inspectorate recommends that the Department of Home Affairs advise on extending the suspension period for Mr. Nguyen Viet Hien to serve the inspection work.
