On the morning of August 20, the People's Committee of Thai Binh province held a press conference to inform about the results of the entrance exam to grade 10 of Thai Binh high school for the 2024-2025 school year after the inspection. Mr. Pham Van Nghiem, Vice Chairman of the People's Committee of Thai Binh province, chaired the press conference.

The inspection results determined that during the process of reviewing the essay test, the number of test papers that were manually checked for correctness was only 0.71%, not ensuring at least 20% of the essay test papers as prescribed.
When errors were discovered, the Secretariat did not make a record but only recorded information about the candidates with errors and forwarded it to the Head of the Exam Steering Committee, leading to the failure to clearly identify the cause and take corrective measures.
The inspection team performed a manual match and determined that 2,997 exams were off-beat, causing 2,750 exams to have incorrect scores. There were 49 exams with errors in the scoring and entry process, of which 19 exams had incorrect scores compared to the published score sheet.
A total of 2,769 essay tests had incorrect scores, of which 1,368 tests had higher scores than the announced scores and 1,401 tests had lower scores than the announced scores.

The Thai Binh Provincial Inspectorate initially determined that the Head of the Exam Steering Committee and the Secretariat did not comply with regulations in the process of reviewing the essay test papers of the 10th grade entrance exam for Thai Binh Province High School, school year 2024-2025.
This led to the incorrect announcement of the total scores of 1,589 candidates, incorrect admission scores for the first round of 4/12 specialized classes and 11/29 admission councils of general high schools, and incorrect admission results of 510 candidates.
The Head of the Secretariat and the individuals involved in the Secretariat did not fully perform their responsibilities in performing their duties. The Head of the Exam Steering Committee was irresponsible, did not inspect, supervise, and did not promptly report to the Provincial People's Committee about unusual incidents, causing many parents and students to be upset.
Specifically, Mr. Nguyen Viet Hien, Director of the Department of Education and Training, is responsible as the head and Head of the Steering Committee for the 10th grade entrance exam in Thai Binh province for the 2024-2025 school year. Civil servants and officials of the Secretariat in performing assigned tasks and powers at the exam.
The Inspectorate of Thai Binh province recommended that the Department of Education and Training announce the exam results and organize the admission process according to regulations. The Department of Home Affairs advised to extend the suspension period for Mr. Nguyen Viet Hien, Director of the Department of Education and Training of the province, to continue serving the inspection work.
Also at the press conference, a representative of the Department of Education and Training of Thai Binh province apologized to parents and candidates across the province.
The People's Committee of Thai Binh province has also assigned the Provincial Inspectorate to continue clarifying the causes and responsibilities leading to violations of collectives and individuals in the recent exam and handle them in accordance with legal regulations.
As reported by Nguoi Lao Dong Newspaper, previously, after the Department of Education and Training of Thai Binh province publicly announced the exam scores of candidates participating in the 10th grade high school entrance exam for the 2024-2025 school year, there were many mixed reactions from parents and students when the scores of many candidates increased unusually after the review.
Faced with these controversies, the People's Committee of Thai Binh province decided to direct the establishment of an inspection team chaired by the Provincial Inspectorate, in coordination with relevant sectors to organize a surprise inspection of "The implementation of policies, laws and assigned duties and powers to the Department of Education and Training, the Director of the Department of Education and Training and relevant organizations and individuals in organizing the entrance exam for grade 10 high school in the 2024-2025 school year in Thai Binh province".
