Deputy Prime Minister Le Minh Khai has just signed a document on behalf of the Prime Minister to send to the Minister of Industry and Trade and Chairman of the Board of Members of Vietnam Electricity Group (EVN) regarding the transfer of the Phu My 3 and Phu My 2.2 BOT power plants.

Accordingly, Deputy Prime Minister Le Minh Khai assigned EVN to perform the task of receiving, operating, trading, maintaining and preserving the Phu My 3 and Phu My 2.2 BOT thermal power plants. The Ministry of Industry and Trade is fully responsible for the contents of the reports and proposals, ensuring compliance with legal regulations and authority.
The Ministry of Industry and Trade is also assigned to preside over and coordinate with EVN and relevant agencies to carry out the transfer and acceptance of the above power plants in accordance with the provisions of Decree 35/2021 of the Government and relevant legal regulations; ensure timely, strict, safe, effective, continuous operation of the two plants, ensure electricity supply for production, business and daily life of the people...
These are two projects invested by foreign investors since 2001. The Phu My 3 BOT Thermal Power Plant Project (Ba Ria - Vung Tau) is invested by Sembcorp, Kyuden International Corporation and Sojitz Corporation. The plant has a contract capacity of 716.8 MW. The project contract and BOT Contract were signed by the Ministry of Industry (now the Ministry of Industry and Trade) with the Investor/BOT Company on May 22, 2001.
The plant began commercial operation on March 1, 2004 for a term of 20 years and was transferred to Vietnam without compensation on March 1, 2024 after the end of the contract term.
The Phu My 2-2 BOT project, also in Ba Ria Vung Tau, is invested by EDFI, Summit Global Management II BV and TEPCI with a capacity of 715MW. The BOT contract was signed on September 18, 2001 and put into operation in 2005. The transfer date to the Vietnamese side is February 4, 2025 after the 20-year contract expires.
Both Vietnam Electricity Group and Vietnam Oil and Gas Group want to receive, operate and manage these two factories.
In a document dated January 5, 2022 sent to the Prime Minister, the Ministry of Industry and Trade said that after research, the Ministry proposed that the Prime Minister assign EVN to take over the two factories.
