EVN worries about excess hydropower plant discharge during storm season

That is the notable content in the document of the Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) of Vietnam Electricity Group just sent to 3 hydropower companies: Son La, Hoa Binh , Tuyen Quang and the National Power System Dispatch Center (A0) about proactively operating reservoirs in the Red River basin.

Accordingly, implementing Document No. 296/VPTT dated August 5 of the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control on proactively operating reservoirs in the Red River basin, the Steering Committee for Natural Disaster Prevention and Control of the Electricity Group requested units to urgently implement the relevant instructions in Document No. 296/VPTT.

For hydropower companies, it is necessary to proactively propose and advise the National Steering Committee on Natural Disaster Prevention and Control on reservoir flood discharge management according to the inter-reservoir/single-reservoir process; closely coordinate with A0 to effectively exploit water resources, limit excess discharge during the rainy and stormy season and ensure reservoir water storage at the end of the flood season; prepare reservoir flood discharge scenarios to ensure safety for works and downstream areas.

At the same time, notify, warn, propagate, and provide full and timely information to local authorities, relevant units, and people in the area when operating flood discharge or regulating/reducing flood for downstream areas to ensure safety and minimize damage.

In addition, A0 needs to closely coordinate with units and establish methods for mobilizing resources to limit excess discharge from hydropower plants during the rainy and stormy season, ensuring reservoir water storage at the end of the flood season.

Along with that, continue to monitor forecasts and warnings of natural disasters and weather to proactively take timely response measures to heavy rains and floods, ensuring effective use of water resources.

Also on August 5, the Steering Committee for Disaster Prevention and Search and Rescue of the Electricity Group issued a telegram on proactively preventing and combating landslides and responding to heavy rain and floods in the northern mountainous provinces.

Telegram sent to hydropower companies: Son La , Hoa Binh, Tuyen Quang, Huoi Quang - Ban Chat; Power Project Management Board 1; Power Generation Corporation 3; National Power Transmission Corporation; Northern Power Corporation; A0; Power Telecommunications and Information Technology Company; Power Information Center.

The Steering Committee for Disaster Prevention and Control requests units to: urgently implement the relevant instructions in Official Dispatch No. 08/CD-QG; continue to implement Directive No. 04/CT-BCT dated April 19, 2023 of the Ministry of Industry and Trade , Directive No. 1407/CT-EVN dated March 24, 2023 of the Electricity Group on disaster prevention and control and search and rescue in 2023; regularly monitor forecasts and warnings of natural disasters and weather to proactively take timely response measures; prepare resources, equipment, means and materials to promptly overcome incidents and damages caused by natural disasters in the fastest time.

Water levels in hydroelectric reservoirs have increased rapidly, helping to ensure electricity generation. Water levels in hydroelectric reservoirs have recently increased rapidly compared to the previous period, helping to ease concerns about power shortages. However, overall, water levels in the reservoirs over the past 7 months are still much lower than in previous years.
