In 2018, Duy Chau commune (Duy Xuyen) was recognized by the Provincial People's Committee as meeting new rural standards. Over the past 4 years, local Party committees, authorities and people have made efforts to develop the economy while flexibly mobilizing many resources to invest in building essential infrastructure to raise the new rural standards.

Positive change
Duy Chau commune currently has 1,956 households with more than 8,000 people, whose livelihoods mainly depend on agricultural production. In recent years, the locality has made efforts to mobilize investment capital channels to construct more than 18km of power lines, install transformer stations and meters to provide irrigation water for 210ha of fertile land, gradually forming concentrated commodity production areas. Thanks to the year-round guaranteed irrigation water, farmers have the conditions to rotate, intercrop, and overlap dry crops such as waxy corn, green beans, chili, and green beans...
In particular, in recent years, Le Bac Agricultural Cooperative has cooperated with enterprises to organize for hundreds of households to produce 30-40 hectares of chili for export each crop in the direction of product consumption, contributing to the successful implementation of the policy of restructuring the agricultural sector.
Mr. Le Van Hung - Vice Chairman of Duy Chau Commune People's Committee said that with the advantage of having large alluvial areas and fertile alluvium along Thu Bon River, recently local people have focused resources on promoting the development of intensive cattle farming model.
The whole commune currently has more than 1,400 cows, most of which are Sind crossbred cows. In order for this model to be truly effective, Duy Chau commune regularly coordinates to organize training courses to transfer techniques to many households. At the same time, the commune creates favorable conditions for people to borrow preferential capital channels to invest in developing the cattle breeding sector. Up to now, Duy Chau has more than 20 households raising crossbred cows with each model having a scale of 20 cows or more, with an annual net profit of 150 - 200 million VND.

Mr. Hung said that in recent years, Duy Chau commune authorities have also prioritized investment in restoring traditional industries such as growing mulberry and raising silkworms, making rice crackers, and making ash cakes, etc., thereby creating a stable source of income for the people. On the other hand, trade and service activities and business types are increasingly diverse and operating effectively.
In 2022, the total production value of this industry will reach 133 billion VND, an increase of 15.6 billion VND compared to 2021. In 2022, the average income per capita of the commune will reach 54 million VND, an increase of 18 million VND compared to 2018. Currently, the poverty rate is 2.67%, a decrease of 3.5% compared to 5 years ago.
In the past 5 years, Duy Chau has also flexibly mobilized many resources to build rural infrastructure. According to Mr. Nguyen Dung - Chairman of Duy Chau Commune People's Committee, with the motto of the state and the people working together, up to now 100% of the inter-commune, inter-village and inter-hamlet roads in the locality have been concreted and many main intra-field routes have been hardened, making it convenient for motor vehicles to travel. In addition, school facilities and medical stations have also been built and invested in purchasing modern equipment...
Towards advanced new rural communes
Despite achieving many important results, Duy Chau also encountered many difficulties in the process of upgrading new rural standards.
Mr. Nguyen Dung acknowledged that although some economic development models are currently highly effective, they lack sustainability, and there is no model linking production and consumption of key agricultural products that can be replicated. The economic restructuring in agriculture and innovation in production methods are still slow, mainly small-scale and scattered; productivity, quality, and added value of many agricultural products are still low...
Mr. Dung said that in the coming time, Duy Chau will continue to focus on reviewing and adjusting the planning to meet the requirements of building an advanced new-style rural commune model and a model new-style rural residential area.
In addition, promote the development of agricultural production linkage models according to the value chain associated with product consumption and effectively implement the OCOP Program. Focus on expanding the intensive crossbred cattle breeding model, planning the area for planting elephant grass as raw material on ineffective rice fields, gradually forming cattle breeding associations to improve economic efficiency.
In addition, the locality also focuses on supporting people to expand the scale of existing industries, especially garment processing, and calling on businesses to invest in developing diverse industries.

Along with that, improving the quality of cultural criteria, security and order, rural environment, replicating the model of flower roads instead of weeds to create a bright - green - clean - beautiful countryside landscape..., determined to bring Duy Chau to the finish line of advanced NTM commune by the end of 2025" - Mr. Dung said.
