The North-South high-speed railway will connect with the Asia-Europe intermodal railway.

The high-speed railway route plan on the North-South axis in the Pre-Feasibility Study Report has taken into account the connection with the international railway system of Asia and Europe.

This is the affirmation of the Ministry of Transport in the official dispatch reporting, explaining, accepting and clarifying a number of contents of interest to National Assembly Deputies related to the investment policy dossier of the North-South high-speed railway project sent to the Secretary General of the National Assembly.

According to the leader of the Ministry of Transport, the plan for the high-speed railway route on the North-South axis has taken into account the connection with the international railway system of Asia and Europe.

Specifically, for the Northern region, from Ngoc Hoi complex, Thuong Tin station, the high-speed railway line on the North-South axis connects international transport with China via the Eastern beltway (connecting Ngoc Hoi station with Kim Son station); Kim Son station connects the Lao Cai - Hanoi - Hai Phong railway line to Ha Khau - China and connects with Yen Thuong station to Nanning - China via the Hanoi - Lang Son route.

In the Central region, the high-speed railway on the North-South axis connects international transit with Laos at Vung Ang station via the Mu Gia - Vung Ang - Vientiane route.

In the Southern region, the high-speed railway on the North-South axis connects to Trang Bom station via a branch line. From Trang Bom station, a railway line has been planned to connect to An Binh station to go to Cambodia via the Ho Chi Minh City - Loc Ninh railway line and the Ho Chi Minh City - Moc Bai railway line.

During the exploitation process, the Ministry of Transport will direct the Vietnam Railway Corporation to open an international transit route as currently deployed to effectively exploit this railway route.

In this report, the Ministry of Transport also clarified the opinions of National Assembly delegates on assessing the ability of Vietnamese enterprises to receive technology and clarified the case where technology is not transferred from abroad, what the alternative solutions and the ability of Vietnam to be self-sufficient in localizing high-speed railway technology would be.

According to the Ministry of Transport, currently, the domestic railway industry can only meet the needs of maintaining and repairing existing railways, and building new freight cars and passenger cars with speeds under 120 km/h.

According to international experience, to develop the railway industry, countries must master core technology, have a developed supporting industry and especially need a huge amount of capital to invest in technology and facilities.

Therefore, countries are very careful when deciding on the scope of railway industry development because technology transfer is only effective when the market size is large enough.

The project has researched and proposed a number of policies and conditions for technology transfer; at the same time, the Ministry of Transport has also worked with a number of domestic enterprises such as the General Department of Industry - Ministry of National Defense, Hoa Phat Group, Thanh Cong Group, etc. to orient enterprises to have strategies and proactively prepare resources to participate in the process of implementing and developing the railway industry in the future to achieve the goals of industrial development orientation by 2045.

In response to the opinions of National Assembly Deputies, in the next step, the Government will continue to review and evaluate more carefully the ability to self-govern the high-speed railway technology localization team on the North-South axis.

Besides, the Ministry of Transport also agreed with the delegates' opinions in promoting self-reliance in implementing the Project.

Based on the level and development orientation of industries and market size, it is expected to propose binding conditions for technology transfer and develop orientations for railway industry development by 2045 as follows: mastering the construction industry; domestic assembly and gradually localizing vehicles for national railways and urban railways; domestic production and gradually localizing hardware and software components for information, signals and power supply systems; mastering all operations, maintenance and repair work for high-speed railways on the North-South axis.
