Additional land is needed to implement important projects.
On the morning of October 23, acting on behalf of the Government, Minister of Natural Resources and Environment Do Duc Duy presented to the National Assembly a proposal to adjust the National Land Use Planning for the period 2021-2030, with a vision to 2050 (National Land Use Planning).

According to Minister of Natural Resources and Environment Do Duc Duy, the 10th Central Committee meeting of the 13th Party Congress agreed on the principle of implementing the high-speed railway project on the North-South axis before 2030, requiring approximately 10,827 hectares of land. The government is finalizing the dossier to submit to the National Assembly for consideration and decision on the investment policy at this session.
In addition, many important national infrastructure projects have been and are being prepared for investment in the period from now until 2030, so additional land needs to be allocated to ensure the objectives decided by the National Assembly are met.
According to the provisions of the 2024 Land Law and Decree No. 102, the Government will submit to the National Assembly a proposal to adjust the National Land Use Plan, with the main contents including the adjustment of 8 land use indicators.
Therefore, these indicators include agricultural land groups, which include rice paddy land, special-use forest land, protective forest land, and production forest land that is natural forest; and non-agricultural land groups, which include land for national defense and security.
The government emphasized that the calculation and determination of the eight land use indicators in this revised National Land Use Plan require thorough review and a balance of land use indicators across various sectors, fields, and localities.
In particular, priority should be given to allocating land for national defense and security purposes, maintaining stable rice-growing land to ensure national food security, strictly managing forest land, and maintaining forest cover to contribute to protecting the ecological environment, responding to climate change, and achieving sustainable development goals.
The government proposes including this content in the general resolution of the 8th session.

Many targets were met with low results.
Reviewing this matter, the Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, stated that the Government's proposal to adjust the National Land Use Planning is in line with the National Assembly's requirements, especially in the context of Vietnam preparing to implement several important national projects (the North-South high-speed railway project).
However, according to the verification agency, the data in the submitted documents, which were only reviewed and updated as of December 31, 2023, are incomplete. The verification agency pointed out that many targets decided by the National Assembly in Resolution No. 39 of the National Assembly have achieved low results. Specifically, land for transportation reached only 10.81%; land for cultural facilities reached 1.96%; land for medical facilities reached 5.5%...
The Economic Committee also noted that the implementation of land use planning has recently been affected by many economic and social factors such as the complex developments of the COVID-19 pandemic, military conflicts in some regions of the world, etc. These are objective reasons affecting the results of implementing Resolution No. 39, in addition to some subjective reasons in the process of organizing and implementing the National Land Use Plan.
"Therefore, we propose that the Government conduct a comprehensive analysis and assessment, clarify the causes, and propose solutions to improve the effective implementation of this Plan," Mr. Thanh said.
