North-South high-speed railway: New vision for future development

At the meeting of the Politburo on September 18, 2024 on the Project on investment policy for the high-speed railway on the North-South axis, after listening to the Party Committee of the Ministry of Transport report on the Project on investment policy for the North-South high-speed railway and the opinions of the agencies, the Politburo discussed and concluded that this is a very important and necessary project.

The Politburo agreed to seek the opinion of the Party Central Committee to approve the investment policy for the high-speed railway on the North-South axis before the Government submits it to the National Assembly at the 8th Session of the 15th National Assembly.

Accordingly, the general goal of building a high-speed railway is to meet transportation needs, contribute to restructuring the transportation market share on the North-South corridor in an optimal and sustainable manner, create a premise and driving force for socio-economic development, ensure national defense and security, contribute to realizing the Party's policies and orientations on investment in developing transport infrastructure in the National Development Strategy according to the Resolution of the 13th National Party Congress and implementing national plans.

The high-speed railway on the North-South axis will strengthen regional connectivity, growth poles, create spillover momentum, open up new economic development space, restructure urban areas, distribute population, shift economic structure; and increase the competitiveness of the economy.

At the same time, ensure transportation needs on the North-South corridor, the largest transportation corridor in the country, meet the requirements of socio-economic development, restructure the transportation market share in accordance with the advantages of each mode, contributing to reducing logistics costs. Create the premise and driving force for the development of the railway industry and supporting industries.

The high-speed railway on the North-South axis will develop a sustainable, modern, and friendly mode of transport, contributing to reducing traffic accidents, environmental pollution, responding to climate change, and contributing to ensuring national defense and security.

It can be said that the investment in the construction of the North-South high-speed railway will open up new visions for the country's socio-economic development in the coming years.

It is known that on February 28, 2023, the Politburo issued Conclusion No. 49-KL/TW on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045, requiring research, analysis, evaluation, and reference to international experience to select an investment plan to build a modern north-south railway with a long-term vision, promoting the advantages and potentials of the country, in line with the development trend of the world.

Conclusion No. 49-KL/TW of 2023 of the Politburo emphasized the goal of striving to complete the approval of the investment policy for the North-South high-speed railway project by 2025, and start construction of priority sections in the 2026-2030 period (Hanoi - Vinh; Ho Chi Minh City - Nha Trang).

To implement these policies in its role as state manager, the Ministry of Transport has established research and survey teams in a number of countries, organized many seminars on high-speed railway investment on the North-South axis and issues related to investment, exploitation and development of the railway industry as well as consulted with central ministries, departments and branches to complete the Pre-Feasibility Study Report.

As emphasized by Prime Minister Pham Minh Chinh at the meeting of the Government Standing Committee on July 12, 2024 on the Project on investment policy for high-speed railway on the North-South axis, up to now, the policy on investment in high-speed railway on the North-South axis has a full political basis (Conclusion 49 of the Politburo), legal basis (Resolution No. 103 of the National Assembly) and practical basis (the demand for transportation is very large, especially passenger transportation on the North-South axis, Vietnam's logistics costs are still high compared to the world, increasing prices and reducing the competitiveness of goods and services).

The viewpoints, principles, and methodologies emphasized by the Prime Minister are to be breakthroughs and innovations with a strategic, modern, and effective vision in accordance with the spirit of Conclusion 49. The goal and requirement is to complete about 1,541 km of North-South high-speed railway through 20 provinces and cities; the implementation period is about 10 years, striving to complete by 2035.
