Contractor waiting to relocate power lines
Present at Km332 (Ninh Xuan commune, Ninh Hoa town, Khanh Hoa ) - the construction site of the intersection between Van Phong - Nha Trang expressway and National Highway 26, the reporter recorded that the construction of both abutments of the national highway overpass was still in disarray, even though the adjacent section of the approach road had been paved with asphalt.
At the northern and southern ends of the bridge, the high-voltage power lines have not been relocated. At locations affected by power poles and power lines, the machinery mobilized to the site is forced to wait and cannot work.

Meanwhile, at the construction site of Tam Lam bridge (Km326, Ninh Trung commune, Ninh Hoa town), construction cannot be carried out due to the clearance limit of the 110kV line.
Mr. Truong Sy Quy, Deputy Construction Manager of Lizen Joint Stock Company, shared that many obstacles are seriously hindering the construction progress. Especially when the rainy season is coming, the incomplete handover of the site makes the project impossible to implement synchronously, wasting resources and prolonging the time.
The high voltage power line is located in the middle of the route, causing construction to be interrupted.
It is known that currently, the XL01 package through Ninh Hoa town has 5 locations where the 220kV and 110kV lines are stuck, including: Km317 (Ninh Son commune), Km 326+300, Km 326+650 (Ninh Trung commune), Km 332+200, Km 332+440 (Ninh Xuan commune).
Tan Lam Bridge (through Ninh Trung Commune, Ninh Hoa Town) is located under the 110kV line, so the contractor has only been able to construct the southern bridge abutments and piers.
According to Mr. Bành Văn Anh, Deputy General Director of Lizen Joint Stock Company, to speed up the relocation of the power line, the contractor proposed to Project Management Board 7 (investor) a plan to design additional temporary pillars to have a construction site for the sections Km 332+370 and Km 332+440, avoiding violating the clearance limit of the power line.
Lizen also sent a dispatch to the People's Committee of Ninh Hoa town requesting to invite infrastructure construction units, technical infrastructure design units, and supervision consultants to discuss and consult to come up with solutions to remove obstacles.
Mr. Vo Ngoc Minh, Vice Chairman of Ninh Hoa Town People's Committee, said that the locality is urgently completing procedures to approve compensation land prices related to some locations of electric pole foundations; continuing to remove obstacles in the process of relocating and constructing 110kV and 220kV power lines in the area.
Many locations have to stop construction
According to the assessment of Project Management Board 7, there are currently 20 locations on the Van Phong - Nha Trang expressway where high-voltage power lines are obstructed, most of which are in Van Ninh district and Ninh Hoa town. To date, the localities where the route passes have only completed the relocation of 8 locations.
Due to high voltage power lines, construction cannot be carried out, machinery and equipment must "wait" at the construction site.
According to the investor's assessment, in this locality, there is still a temporary 220kV pole foundation position that has not been constructed due to site clearance problems. The construction work of installing 220kV and 110kV power poles is very slow, including slow registration of power outages.
The slow relocation of the power line affected the length of the line by nearly 1.5km, forcing the temporary suspension of construction. Especially the locations that are critical routes greatly affect the progress of the main route, including: 2 intersections (Van Gia, National Highway 26); Tan Lam bridge; approach road to pier A of Song Cai 1 bridge; section Km 333+550 - Km 333+700.
The work of moving high voltage power lines through Ninh Hoa town is still behind schedule.
"Project Management Board 7 has requested the Ninh Hoa Town People's Committee to locally adjust the temporary pole position to serve the relocation of the 110KV power line approaching pier A of Song Cai 1 bridge (the additional cost will be paid by contractor Lizen) to speed up the progress and organize the construction of the roadbed at this location. Urgently direct the relocation unit to speed up the installation of the remaining 12 steel poles to serve the relocation of the 220KV line.
The investor also requested Ninh Hoa Town to direct the power relocation construction unit to coordinate with Power Transmission Corporation 3 (the managing unit) to consider approving the power outage schedule in advance to relocate the 220KV line at Tan Lam bridge to a temporary tower, to speed up the construction progress to complete before the 2024 flood season," said Mr. Phan Dinh Tuyen, Deputy Director of Project Management Board 7.
Many sections of the Van Phong - Nha Trang highway have been paved.
Regarding technical infrastructure problems at the Van Phong - Nha Trang Expressway Project, recently, after inspecting the construction site, Mr. Nguyen Khac Toan, Standing Deputy Secretary of Khanh Hoa Provincial Party Committee, requested the People's Committee of Ninh Hoa Town to coordinate with relevant departments and branches to urgently complete the relocation of technical infrastructure systems to ensure safety during construction, help speed up progress, and bring the project to the finish line according to the direction of the Prime Minister .
The Van Phong - Nha Trang Expressway project through Khanh Hoa is more than 83km long (passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh).
Total investment of more than 11,800 billion VND, started in January 2023. Expected completion on April 30, 2025 (8 months ahead of schedule).
