Construction project causes road subsidence and house cracks
Based on the people's feedback, on March 18, Giao thong Newspaper reporters were present at the road leading to the ICC Vinh Niem resettlement area (located in Vinh Niem ward, Le Chan district, Hai Phong city) and recorded that the road was seriously sinking.
This is the route running along the land plot where the TM8 Commercial Center project is being implemented - Ho Sen Cau Rao 2 urban area. Not only is the road surface deformed, leaning towards the project, but cracks have also begun to appear on the sidewalks in front of houses and walls of houses around the Commercial Center project.
After the construction unit patched the road and poured concrete to prevent subsidence, large cracks still appeared on the road (photo provided by local people).
Many households in the ICC Vinh Niem resettlement area said that cracks and subsidence on roads, sidewalks, and houses appeared as soon as the Commercial Center project started its foundation.
However, by the end of October 2023, the subsidence on the road began to widen as the project's basement and foundation were dug deeper.
Ms. Nguyen Hoang Phuong Thao, a resident living nearby, said: "Every day, I often go to work through this road, seeing the road subsidence makes me very scared. Recently, I have had to take another way, which is longer but safer."
Residents of the ICC Vinh Niem resettlement area said that the construction of the foundation and basement of the above commercial center project caused the road surface to subside and deteriorate (photo taken by residents in November 2023).
Faced with the above phenomenon, the households reported it to the local authorities. Afterwards, the construction unit and investor proceeded to fix it by pouring concrete on the sunken and cracked areas on the road surface. However, up to now, the above road section still has large cracks, and signs of subsidence are still recurring.
Need to deal with it thoroughly
Speaking with Giao Thong Newspaper, Ms. Le Thi Tuyet, Chairwoman of Kenh Duong Ward People's Committee, Le Chan District, said that the ward People's Committee had gone down to inspect and sent a notice to Viet Xo Construction and Transport Company Limited (the contractor of the Trade Center project) to request urgent repair of the subsidence road.

"The construction unit poured concrete and asphalt into the subsidence holes and cracks to reinforce the foundation as well as the road surface. However, the road surface tilting and sloping towards the project is inevitable," Ms. Tuyet explained.
Regarding the cracks in houses, the Chairman of Kenh Duong Ward said that the construction unit and the investor had invited an insurance company to assess the impact of the construction of the above commercial center on nearby households.
"The parties have worked together and the construction unit and contractor committed to remedying the impact of construction on residents' homes when the project is completed," Ms. Tuyet informed.

However, when asked why the construction unit had finished pouring the foundation and basement, and was constructing the next items but had not repaired or re-treated the roadbed and road surface to make it more convenient and safe for people to travel, Ms. Tuyet said that she had not yet received any feedback from ICC Trading Joint Stock Company (investor of ICC Vinh Niem resettlement area).
"Currently, the unit has not handed over the infrastructure to the locality. If ICC has any comments, the locality will request the construction unit to handle it immediately," Ms. Tuyet affirmed.
