Building livable countryside

The National Target Program on New Rural Development (NTM) implemented in recent years has contributed to building Ninh Binh to become increasingly rich, civilized and gradually becoming a livable countryside. This result has a great contribution from the team of cadres and party members with the role of being exemplary, leading, connecting, creating trust, consensus and positive response from the people.

In the dry winter sun, we returned to Gia Thuy commune, a low-lying area of Nho Quan district, which has now undergone miraculous changes thanks to the construction of a model new-style rural area. Here, the roads are not only hardened and expanded to ensure seamless connection with the district and provincial road systems, but also have full traffic signs, speed bumps, trees, flower pots on both sides of the road, and lighting. A series of residential houses are solidly built, with beautifully decorated yards and gardens. The landscape is beautiful, clean, and the environment is always guaranteed... Comrade Dinh Minh Hung, Standing Deputy Secretary of the Gia Thuy Commune Party Committee, excitedly said: 2023 is an important milestone when the Party Committee, government, and people of Gia Thuy commune were awarded a Certificate of recognition by the Provincial People's Committee for meeting the model new-style rural area standards. Along with the specific roadmap and fundamental solutions, one of the lessons learned is that the commune has promoted the pioneering and exemplary role of each cadre and party member in the process of building the new rural area. When leading the implementation of each criterion, the Party cells have required cadres and party members to truly be exemplary and core leaders, especially in difficult tasks such as site clearance, land donation for road construction, and mobilization of contributions... Cadres and party members are also the ones who must clearly demonstrate determination and perseverance in mass mobilization work, clearly explain the content and meaning of the new rural area building movement, and gradually raise people's awareness and responsibility. Since then, many cadres and party members have taken the lead in the local new rural area building movement.

Ms. Nguyen Thi Lam, Head of Hoang Long Village, Gia Thuy Commune, shared: "I always determine that in order to mobilize people, I myself must be an exemplary person to implement first. Therefore, I always take the lead in all activities and movements of the locality". Implementing the Resolution of the Commune Party Committee on building a model new rural area, Ms. Lam, together with the Party cell, has developed a plan and a thematic resolution suitable to the actual situation at the grassroots level to lead Party members and people to implement. In order for people to believe and follow, she herself is always a pioneer, an exemplary leader and actively mobilizes her children and grandchildren to participate in the new rural area construction movement. At the same time, she goes to each household to propagate, mobilize, and help people understand that building a new rural area is both a right and a responsibility, thereby joining hands with the Party Committee and the village government to effectively implement the set goals.

Ms. Lam's exemplary and responsible spirit has spread the spirit of solidarity and aroused endogenous strength right from the grassroots. The proof is that since the implementation of the policy of building a model new rural area, the people and children living far from home in Hoang Long village have contributed more than 1 billion VND and thousands of working days to renovate and install equipment for the cultural house, build a sports field, install electric lighting, plant flower roads, tree roads, etc. Along with actively participating and contributing to the implementation of projects and tasks according to general regulations, Ms. Lam's family also supported money and effort to install an electrical system for the village cultural house, with an amount of more than 10 million VND. Thanks to that, in June 2023, Hoang Long village broke through to become a model new rural area, contributing to Gia Thuy commune being recognized as meeting the model new rural area standards in 2023.

Not only in Gia Thuy, cadres and party members in Khanh Thien commune, Yen Khanh district also always promote the core role, setting an example for the community in building a model new rural area. With nearly 40 years of Party membership, Ms. Do Thi Tuyet in Party Cell 8 has always been exemplary, leading in emulation movements launched by the locality. Sharing about the story of land donation, Ms. Tuyet said: "Previously, the road passing through Quan Tham Hoa temple was very narrow, making it difficult to travel. When I learned about the policy of the commune and village on donating land to expand the road and temple grounds, I determined that as a party member, I must always be an exemplary leader for the masses to follow. Therefore, I discussed with my family to voluntarily donate 50 square meters of residential land, demolish the surrounding wall and ancillary works to expand and upgrade the road and temple grounds".

After the work of Ms. Do Thi Tuyet's family, other households in the village also volunteered to donate land, demolish outbuildings and contribute many working days to construct the project. Now, the village road is concreted with a width of 5m, making travel and economic development of the people much more convenient. With the exemplary and pioneering role of cadres and party members like Ms. Tuyet, it has contributed to the Party Committee and the government of Khanh Thien commune to basically complete the criteria of a model new rural area according to the new criteria.

Implementing the program of building new rural areas in general and building model new rural areas in particular, the Party Committees and grassroots Party cells in the province always identify the important task of promoting the leading and core role of Party members, promoting the spirit of "Party members setting an example in difficult tasks". From there, arouse the strength of the People, make the People trust, agree and actively respond with practical actions such as: Giving ideas, donating land, contributing labor, contributing construction materials to build rural roads, building cultural houses, renovating houses, planting flower roads, tree roads, investing in production development... Along with the budget sources at all levels, capital integrated with programs, projects, credit capital, enterprise capital, the active participation of the People has contributed to improving the "quality" in building new rural areas. Many difficult rural areas have now been recognized as meeting model new rural standards. New rural areas have flourished, agriculture has developed comprehensively, the material and spiritual life of rural people has been increasingly improved.
