The story of decentralization, delegation of power, and administrative procedure reform received much attention from delegates at the National Assembly's discussion session on the socio-economic situation on November 4.
The right role means not playing the wrong role, not encroaching on the field.
Delegate Vu Thi Luu Mai, Vice Chairwoman of the Finance and Budget Committee, expressed her deep impression of the General Secretary's profound and intellectual speech: "It is true that only with innovation can development be achieved, only by boldly going beyond the beaten path of thinking can we open the door to move the country forward."
From there, delegates agreed with the innovation of legislative activities in the direction that the law only regulates framework issues to create a basis for implementation in accordance with the principles of the socialist rule of law state.
When the law is innovated in the direction of only regulating issues of principle, the responsibility for law-making will be placed more on the Government's shoulders, the number of guiding documents will increase very quickly and their nature will also become more complicated.
Therefore, delegates recommended that in terms of progress, it is necessary to further promote individual responsibility in ensuring timeliness. In terms of document quality, it is necessary to promote objectivity, avoid local interests, and strictly implement Regulation 178 of the Politburo on controlling power in promulgating legal documents.
Regarding identifying bottlenecks, delegate Vu Thi Luu Mai suggested that the Government continue to direct the review and identification of the problem accurately and completely. If it is within the National Assembly's function, the National Assembly is ready to handle it promptly, but at the same time, it needs to accurately identify the limitations of the implementing organization.
Regarding the requirement of "playing the right role and knowing the lesson", the Deputy Chairman of the Finance and Budget Committee completely agrees with the General Secretary's viewpoint and believes that this is an extremely correct direction.
“Playing the right role means not playing the wrong role, not encroaching on the field but also not abandoning the role, needing to properly perform the responsibilities prescribed by the Constitution, fulfilling the duties that the Party has given and the People have entrusted,” the female delegate analyzed.
Ms. Mai believes that it is necessary to review relevant regulations on organizational structure, including the Law on Organization of the National Assembly and other relevant regulations to specifically determine the scope of responsibilities and powers, thereby having a legal basis to perform the "right role" and when the role is right, it must be "learned by heart". Because if the role is right but the lesson is not learned, it will definitely create poor quality products.
Removing barriers to business conditions
Delegate Nguyen Thanh Nam (Phu Tho) noted that the settlement of administrative procedures in some agencies is still prolonged, lacking inspection and supervision mechanisms, especially in the process of coordination, exchange and consultation when settling administrative procedures between ministries and branches.
Delegates suggested that the National Assembly and the Government should strengthen supervision and inspection of administrative procedure settlement to create a strong spread of innovation and reform from the central to local levels...
In particular, Mr. Nam noted the correct implementation of the direction of General Secretary To Lam: "Promoting decentralization and delegation of power with the motto of local decisions, local actions, local responsibilities. Thoroughly reforming administrative procedures, reducing compliance costs, creating the most favorable conditions for people and businesses".
Delegate Dao Hong Van (Hung Yen) also proposed promoting administrative procedure reform, increasing decentralization, clarifying responsibilities and linking them with the control of power and public service responsibilities.
“Recently, the Government has submitted to the National Assembly a number of draft laws to increase decentralization and delegation of power to authorities at all levels. However, through legal institutions, we must strengthen control to ensure smooth and favorable implementation of work, on track and within the legal framework,” said a delegate from Hung Yen province.
Noting that the goal of having 2 million enterprises by 2030 is a huge challenge, delegate La Thanh Tan (Hai Phong) said that, along with solutions to promote decentralization and reduce administrative procedures, enterprises need synchronous solutions, create breakthroughs and support from the State to create vitality.
Delegates proposed that the Government direct continued review of business conditions for classification, and take measures to handle and remove institutional barriers.
It is necessary to resolutely abolish business conditions that are not issued in legal documents, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, and Government Decrees.
