While the scope, scale and implementation method of the project is to conduct preliminary investigations and surveys of the operating situation of cooperatives (about 300 cooperatives) to collect secondary data, as a basis for building the correct project, ensuring it is suitable to the actual situation.

However, if the provincial administrative units are merged, the district level is not organized, and some commune-level units are merged, the scale and survey data of cooperatives compared to the original content of the project will no longer be suitable (increased significantly). At the same time, the cooperative support contents stated in the project (approved from the results of the initial survey) will no longer be suitable, not covering all cooperatives after the merger, leading to the project after issuance being unable to be implemented or not achieving the desired results.

At the same time, the Provincial People's Committee issued Official Dispatch No. 425/UBND-TH on the implementation of the suspension of a number of tasks and jobs related to administrative boundaries at all levels in the province according to the request of the Ministry of Home Affairs to focus on implementing the policy of "Developing a project to merge a number of provincial-level administrative units, not organizing the district level, continuing to merge commune-level administrative units".
