(NLDO) - The Ministry of Finance is finalizing a Circular guiding the funding sources for implementing policies and regimes for employees in the organizational structure arrangement.
The Ministry of Finance is seeking comments on a draft circular guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funding for implementing policies and regimes for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system.
It is estimated that 130,000 billion VND will be needed to spend on policies and regimes when streamlining the apparatus.
This draft Circular stipulates the determination of funding sources and the preparation of estimates, management, use and settlement of funding for implementing policies and regimes for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system as prescribed in Decree No. 178/2024/ND-CP.
Accordingly, for agencies and units using the annual regular expenditure budget estimate (in addition to the state budget allocated to implement the policies specified in Clause 2 below) to pay for the following specific regimes.
Firstly, the budget reserves the old position salary or old leadership position allowance until the end of the election term or the end of the appointment term for cadres, civil servants, and public employees who are leaders or managers and stop holding leadership or management positions or are elected or appointed to lower leadership or management positions due to organizational restructuring according to regulations.
Second, continue to pay the full current salary (including salary allowances) according to the job position before being sent by the agency, organization or unit to work at the grassroots level as prescribed.
Third, implement salary increase policy.
Fourth, pay bonuses to subjects according to regulations.
The draft Circular also clearly states that the state budget allocates a sum of money to implement the remaining regimes. Specifically, for cadres, civil servants, and employees belonging to or directly under ministries, ministerial-level agencies, government agencies, and other central agencies (hereinafter referred to as ministries and central agencies), the central budget ensures the allocation in the annual budget estimates assigned to ministries and central agencies.
For cadres, civil servants; commune-level cadres, civil servants and employees belonging to or directly under units managed by the locality, the local budget ensures funding to implement the regimes according to current regulations on decentralization of the state budget.
For agencies, organizations and units after merger or consolidation, training and fostering to improve professional qualifications and skills, suitable for the job position for cadres and civil servants shall be implemented according to the provisions of Decree No. 178 and instructions of the Ministry of Home Affairs.
The draft Circular also stipulates funding sources for resolving policies and regimes for civil servants and employees in public service units.
Accordingly, for public service units that self-insure regular and investment expenses; public service units that self-insure regular expenses according to Government regulations: Funds for resolving policies and regimes come from the unit's revenue from public service activities and other legal revenue sources according to regulations.
For public service units that partially self-insure their regular expenses: Funding for policy and regime settlement comes from the unit's revenue from public service activities, the state budget, and other legal sources. The state budget will allocate funding for policy and regime settlement based on the number of employees receiving salaries from the state budget assigned by competent authorities according to regulations.
For public service units whose regular expenditures are guaranteed by the state budget: Funding for policy and regime settlement is provided from the state budget according to the provisions of Decree No. 178.
Previously, according to the calculation of the Ministry of Home Affairs, 130,000 billion VND is needed to implement policies and regimes for the above-mentioned cadres. Including 111,000 billion VND for policies and regimes for cadres; 4,000 billion VND for policies and regimes for employees; 9,000 billion VND for policies and regimes for commune-level cadres and civil servants; 4,000 billion VND for social insurance payments and 2,000 billion VND for training and development.
