In the cause of building and defending the Fatherland, the Party and State of Vietnam always identify ensuring and implementing freedom of speech and freedom of the press as one of the important solutions to arouse and promote the will, aspirations, intelligence and spiritual strength of all classes of people to successfully achieve the goal of a rich people, a strong country, democracy, fairness and civilization.
The 2013 Constitution recognizes that citizens have the right to freedom of speech, freedom of the press, access to information, etc. The exercise of these rights is regulated by law (Article 25). In that spirit, the 2016 Press Law, the 2016 Law on Access to Information, the 2017 Law on Cyber Security and sub-law documents were developed, adopted and implemented with many new points, better ensuring these rights.
Vietnam has early participated in and signed international treaties on ensuring basic human and civil rights, including freedom of speech and freedom of the press. Vietnam's efforts and achievements have been recognized and highly appreciated by international human rights institutions such as the Human Rights Committee and the United Nations Human Rights Council in national reports on the protection of conventions.
The world today is witnessing and enjoying the great achievements of the information technology revolution. The Internet penetrates into the daily life of each person. In essence, the Internet is an open environment, allowing users to freely provide, search and use information. Depending on the motives, purposes and perceptions of the organizations and individuals using it, the information posted on the Internet is positive, negative, or even against the interests of the community and society.
It is important to emphasize that all freedoms, including freedom of speech, freedom of the press, and freedom of the Internet, must have certain limits. These limits are set to ensure legitimate freedom for the majority of people, not for a small group of people who speak carelessly and recklessly, only for selfish, biased personal motives and not for the stability and consensus of society and the community.
However, in recent times, many hostile subjects and forces have taken advantage of freedom, including freedom of speech, freedom of the press, and freedom of the Internet, to sabotage Vietnam, specifically to undermine the Party's ideological foundation, and to provide false information and public opinion to lower Vietnam's reputation and international image. Names such as Cu Huy Ha Vu, blogger Me Nam, Pham Doan Trang, or recently Nguyen Lan Thang... have used the name of "human rights activists" to fabricate false information to sabotage Vietnam. These are acts of law violation, which must be strictly handled according to the law to protect national security and maintain social order and safety.
Every citizen in Vietnam can freely share and express information and personal opinions. These are vivid proofs that our Party and State always respect and protect the development rights of each citizen, the right to freedom of information and freedom of the Internet. Vietnam's impressive achievements in the Internet or the rich practices of domestic journalism and publishing activities as well as the results of improving the enjoyment of people's spiritual life are undeniable proofs.
