Kinhtedothi - The Standing Committee of the Hai Duong Provincial Party Committee has just issued a conclusion on the implementation of Conclusion No. 127-KL/TW, dated February 28, 2025, of the Politburo and the Secretariat on conducting research and proposing further restructuring of the political system's organizational apparatus.

The Standing Committee of the Provincial Party Committee directed the temporary suspension of grassroots and higher-level Party Congresses from March 5, 2025, until further notice from the Central Committee. The Provincial Party Committee's Organization Department was tasked with guiding the organization of congresses for subordinate Party branches at the grassroots level, ensuring compliance with regulations.

The Standing Committees of the District Party Committees, City Party Committees, Town Party Committees, and Party Committees directly under the Provincial Party Committee, as well as the advisory and support agencies of the Provincial Party Committee, are urged to promptly implement and thoroughly understand the content of Conclusion No. 127-KL/TW, dated February 28, 2025, of the Politburo and the Secretariat.

To create a high level of consensus on awareness and responsibility throughout the entire political system, ensuring close coordination and proactive participation in related content and tasks. Continue to lead and direct the regular and continuous operation of agencies and organizations, preventing interruptions that could affect the activities of the Party, the State, the people, and businesses.

The Standing Committee of the Provincial Party Committee of the People's Committee directs the Provincial People's Committee to instruct the Department of Internal Affairs to coordinate with other departments, agencies, and district-level People's Committees to implement preparatory work according to the Central Government's directives on the plan to merge some provincial-level administrative units, eliminate district-level units, and continue merging commune-level administrative units.

Conduct a review, compile statistics, and summarize the situation of cadres, civil servants, and public employees at the district and commune levels. Proactively research and propose models for local government at the commune level and guide the merger of commune-level administrative units in accordance with the local characteristics and requirements of the Central Government.

The Standing Committee of the Provincial Party Committee of Party Agencies led the Party Committee of the Provincial Fatherland Front Committee, the Party committees and branches of political and social organizations, and mass associations assigned tasks by the Party and State in the province, the Provincial Party Committee of the People's Health Department, and the Provincial People's Court Party Committee in coordination with the Provincial Party Organization Department to implement the directives of the Central agencies in the process of developing the two projects.

These include the Project on restructuring and streamlining the Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and State (at the provincial and commune levels) after mergers and consolidations, and the Project on the local court and procuracy system with the orientation of not organizing at the district level.

The Standing Committee of the Provincial Military Party Committee, in coordination with the Provincial Party Committee's Organization Department, is implementing the directives of the Central Military Commission in researching and reorganizing the military (including the organization of district-level military agencies).

The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Propaganda and Mass Mobilization Department to develop a plan and promptly direct the content of propaganda regarding the Politburo and Secretariat's policy on restructuring and streamlining the organizational apparatus to ensure its appropriateness.

Party committees, party organizations, agencies, and units should proactively disseminate and coordinate the widespread promotion of the policy on restructuring and streamlining the organizational apparatus; effectively carry out political and ideological work, creating high consensus and unity in society, especially among cadres and party members. They should focus on leadership and guidance to ensure that the operation of agencies and units is not affected.

The Hai Duong Provincial Party Committee's Organization Department proactively and regularly monitors the directives of the Central Organization Department during the development of the project on the local party organization system (at the provincial and commune levels); at the same time, it coordinates with and advises the Standing Committee and the Provincial Party Committee on directing the implementation of the policy on restructuring the political system's organizational apparatus in the coming period.
