Duc Linh: Imprints of the first model new rural communes

Focus on the model or "smart village"

Implementing Decision No. 2632 of the Provincial People's Committee on promulgating the smart village model and criteria for a model new-style rural commune in the period of 2021-2025, Duc Linh district has quickly deployed it to agencies, units, and People's Committees of communes. Each commune selects a typical village with potential and internal strength to build a smart village model according to 4 criteria: Infrastructure, production and business, services and resources. Up to now, most communes have selected a suitable village to build a model to "put on a new coat": Village 7 (Da Kai commune), Village 6 (Sung Nhon), Village 3 (Me Pu), Village 5 (Vu Hoa), Village 5 (Nam Chinh), Village 5 (Duc Tin), Village 4 (Duc Hanh), Village 4 (Tan Ha), Village 5 (Tra Tan) and Village 2A (Dong Ha). The villages selected to build smart villages are not only "bright spots" in building model new rural areas but also aim for sustainable development, closely connecting the government and the people.

According to the decision to assign targets of the Provincial People's Committee, Duc Linh district was initially assigned only 1 commune to meet the model NTM standard (Tra Tan) in 2024. However, after reviewing the reality and assessing internal resources, the district decided to register 2 more communes, Dong Ha and Me Pu, bringing the total to 3 communes striving to meet the model NTM standard in the year. Immediately after that, the communes immediately started implementing, issuing resolutions and plans to build a model NTM commune and a smart village model, perfecting the Steering Committee, the Management Board for building a model NTM and the Village Development Board to suit the actual situation of the locality. At the same time, they started taking action with high determination. Each commune identified 1 village to build a smart village, with an outstanding field as a highlight. In Tra Tan commune, village 5 was chosen as a smart village model, with the outstanding field being ensuring security and order. Dong Ha commune chose village 2A, which is prominent in the field of agricultural production. Me Pu commune chose village 3 with its strengths in culture - sports and tourism. In the first quarter of 2025, all 3 communes were recognized by the Provincial People's Committee as meeting the model new-style rural standards in 2024 and became the first model new-style rural communes in the province. Joy and pride spread in every alley, in every look and smile of the people here.

3 model communes - livable countryside

Coming to Tra Tan today, it is easy to feel the peaceful life in the appearance of a model new rural area. From the DT 766 road in the commune center to the villages, it is easy to observe the propaganda billboards for building new rural areas, neatly arranged and clean. The road is wide and airy, the lights are bright at night, and flowers bloom on both sides of the road. We visited village 5 - the smart village of the commune, 6 model roads have just been completed, clean and beautiful, each route is more than 500 meters long, the existing roads have also been upgraded. Over 90% of households maintain the model of classifying and treating organic waste at home, regularly cleaning the landscape, and upgrading their home gardens to the direction of model gardens.

After achieving the NTM and advanced NTM standards, Tra Tan, in addition to maintaining the 19 advanced NTM criteria that have been achieved, the commune government focused on building the criteria of a model commune. Chairman of Tra Tan Commune People's Committee, Mr. Do Duc Anh shared: "People are the center, the subject in building NTM. Therefore, the commune pays special attention to widely propagating to Party cells, mass organizations and each household about building a model NTM. Each person, each household is aware of their role in contributing to building their homeland". With the strength of security and order, the commune has mobilized more than 600 million VND to invest in installing 106 lighting bulbs and a security camera system along Highway 8 - an important inter-village route in Village 5. Since implementing the "security light" and "security camera" models, petty theft and traffic accidents, which used to occur frequently due to the border area, have now significantly decreased.

Not only focusing on security, Tra Tan commune has identified income criteria as the core factor to improve the quality of the model NTM. The commune has promoted the conversion of crops and livestock, applied technical advances, and introduced new varieties into production. In particular, the model of growing fruit trees such as grapefruit, jackfruit, and durian in village 5 has been granted a growing area code, opening up opportunities to increase the value of agricultural products. The commune also has 2 4-star OCOP products including grilled chicken eggs and fresh chicken eggs under the Tafa brand of Tafa Viet Livestock Company Limited...

Unlike Tra Tan, Me Pu commune chose village 3 to implement the smart village model, choosing culture, sports and tourism as the commune's outstanding strengths. Village 3 has become a community destination for exciting cultural and sports activities, helping people connect with the community, arousing pride and responsibility in building their homeland. Cultural works and sports playgrounds have been invested in and upgraded. In the model commune of Dong Ha, village 2A - the place chosen as the smart village model, people have strongly shifted to commodity production associated with the value chain with many large-scale farming and livestock models being formed. The commune also makes the most of infrastructure to attract investment in industrial development, contributing to increasing income and creating stable jobs for people on the spot.

Up to now, Duc Linh district has had 3 model NTM communes, 5 communes achieving advanced NTM, currently focusing on building 2 NTM communes Tan Ha and Duc Hanh to "reach the finish line" of advanced NTM in 2025. Achieving the "sweet fruit" today is a long journey with the spirit of perseverance, determination and creativity of the entire political system of Duc Linh district in the journey of rural development. With the first 3 communes achieving model NTM standards, it is not only a source of pride but also a strong motivation for the remaining localities to continue to rise.
