Turning VNeID into a 'super app', promoting national digital transformation

Up to now, the VNeID application has hundreds of millions of electronic identification accounts for people and organizations and by July 1, it will be deployed to issue them to foreigners.

Recently, the National Population Data Center has coordinated with units to deploy many new utilities on VNeID, helping VNeID become a true "super application", so that people can not only use public services, but also use VNeID to serve their daily lives, contributing to the national digital transformation.

The above information was given at the seminar "To connect VNeID safely and conveniently" held on the morning of April 22 in Hanoi, organized by Tuoi Tre Newspaper.

Apps for everyone

VNeID stands for Vietnam Electronic Identification, an application developed by the National Population Data Center (under the Department of Administrative Management of Social Order Police - Ministry of Public Security).

This is a platform built on the basis of identification, population and electronic authentication databases, capable of connecting with state administrative agencies and social organizations. The application provides people with the ability to use electronic documents such as citizen identification cards, driver's licenses, vehicle registration, health insurance, passports, birth certificates and many other types of documents, contributing to the strong digitization of administrative procedures.

Mr. Tran Xuan Toan - Deputy Editor-in-Chief of Tuoi Tre newspaper, said that compared to other applications, "VNeID is probably a super application with the largest number of users today and the information and functions of VNeID are not too unfamiliar to the people."

Currently, the most basic documents such as citizen identification cards, driver's licenses, health insurance, etc. have been updated on this application platform. Almost all basic services have begun to connect and deploy.

Deputy Editor-in-Chief of Tuoi Tre newspaper assessed that the "super app" VNeID is not only for a group of people but for all people, from children to the elderly.

Major Tran Duy Hien - Deputy Director of the National Population Data Center (Department C06 - Ministry of Public Security) informed that up to now, more than 62.4 million electronic identification accounts have been issued and activated for citizens. The rate of VNeID users in 2024 and early 2025 is on average from 3 - 6 million/day (3 - 4 times higher than in 2023).

In addition, the authorities have issued more than 292 million identification accounts to organizations on VNeID. Because from July 1, 2025, when implementing public service environments, organizations must also have identification accounts like ordinary people.

Mr. Hien also shared that it is expected that from July 1, identification accounts will be issued to foreigners.

The issue of data security and ensuring the system operates continuously is extremely important. VNeID is a universal application, everyone can use it, but the safety factor is the top priority, then comes convenience. Mr. Hien emphasized that in order for VNeID to operate safely and conveniently, 5 important requirements have been implemented including legal, data, security, infrastructure, and resources.

He cited that in addition to the information that Department C06 proactively integrates into the application, people who need to integrate documents will be completely proactive. But the important factor is to ensure information security and all integrated information must be approved by the people, people can also cancel the integration request, and at the same time know what the content is used for.

According to Mr. Hien, the application has now connected with 12 banks for banks to exploit data. However, there is no way that C06 will proactively exploit data and transfer it to the bank that sent the request, but C06 will still have to ask people on VNeID if they agree to share information. "That is a mandatory safety factor that must be implemented and complied with when deploying utilities on VNeID," Mr. Hien stated.

In addition to proactively researching, developing, and consulting on utilities on VNeID, the Center also sets up social networking pages on Facebook and Zalo, receiving people's suggestions to improve and make VNeID most convenient.

Not just a public service...

In addition to public services, the National Population Data Center has coordinated with relevant units to deploy many new utilities on VNeID to serve people, businesses and society.

Specifically, VNeID currently provides many utilities for documents, administrative procedures, social security, health records and other services. With VNeID, people can use electronic personal documents instead of paper ones, such as ID cards, driver's licenses, vehicle registration, health insurance, social insurance, birth certificates, passports and other personal information.

Notably, regarding administrative procedures and public services, up to now, the management agency has deployed, reviewed and simplified administrative procedures, documents that have been integrated on VNeID and notarization procedures such as buying and selling vehicles, registering vehicles online, and receiving results at home.

Many new public services on VNeID are deployed such as criminal records on VNeID, which helps shorten the time to return results from 15 days to 3-9 days, return electronic criminal records and help save about 400 billion VND per year. The full vehicle registration service on VNeID helps people to stamp their license plates online at home. The full registration service for temporary and permanent residence helps save about 176 billion VND per year.

Tax applications, digital citizens of Hanoi and Ho Chi Minh City are integrated on VNeID for people to access and use quickly and effectively. Utilities associated with life, focusing on people and businesses with the implementation of electronic funeral books. Integrating marital status on VNeID, integrating electronic driving licenses.

Along with that, implementing penalties for traffic violations using driver's licenses, vehicle registration on VNeID and electronic ID cards from July 1, 2024. People only need to use valuable integrated documents to present and verify when participating in transactions and procedures.

In particular, the Ministry of Public Security, together with the Central Propaganda Department, launched an online training platform and popularized digital education on the VNeID platform to reduce costs of training digital human resources and increase the ability to popularize digital skills for officials and people.

In addition to public services, VNeID has so far integrated with 13 banks, 2 digital certificate services, 2 e-wallets, 2 pharmacies, 2 airlines for buying tickets and checking in online, contributing to promoting cashless payments and electronic transactions. In which, people use VNeID to confirm biometric authentication with just a few simple steps to open a bank account, board a plane quickly, conveniently, saving time and effort.

For example, people can easily use VNeID to buy medicine online from FPT Long Chau pharmacy. This solution not only saves time but also ensures transparency, safety and information security thanks to the technology system that meets modern standards, creating convenience and peace of mind for customers. The implementation of the online medicine purchase feature on VNeID is considered a new step in the digital transformation journey towards the goal of increasing benefits for people in protecting and providing comprehensive health care.

In addition, C06 said it has deployed six utilities to serve the Party Congress, the Inspection Committee supervises the Party Committee on the VNeID platform, including software to monitor the congress progress, contribute to congress documents, integrate with the party member handbook, reflect recommendations and denunciations on VNeID, coordinate with Nhan Dan newspaper to report and propagate about the congress, integrate the electronic library of the Inspection Committee on VNeID. Thereby, better serving the digital transformation work in the Party agency and transparency in activities serving the Party Congress.

According to project 06, VNeID will continue to expand with other utilities such as cashless payment, e-wallet, electricity, water, securities, pension payment, unemployment, natural disasters, epidemics... VNeID not only brings benefits to people but also contributes to state management./.
