The Prime Minister affirmed that Vietnam is oriented to develop Vietnam's Halal industry into a strong industry, making Vietnam an indispensable destination on the global Halal map.

On the afternoon of October 22, at the National Convention Center, Prime Minister Pham Minh Chinh attended the Conference "Promoting internal strength, enhancing international cooperation to boost the development of Vietnam's Halal industry."
The conference was co-chaired by the Ministry of Foreign Affairs in coordination with the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development to create substantial changes and effectively implement the Project "Strengthening international cooperation to build and develop Vietnam's Halal industry by 2030."
This is the first national-scale event, the largest on Halal with the participation of many leaders of ministries, departments, branches, provinces, cities and 600 delegates attending in person and online, including more than 50 international delegations representing state management agencies, international organizations, certification centers and prestigious Halal businesses in the world, diplomatic representatives of international organizations, countries and typical Halal markets.
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the initiative of the Ministry of Foreign Affairs in coordination with the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development to organize the conference; thereby contributing to orienting the development strategy of Vietnam's Halal industry, opening up new business and investment opportunities.
The Prime Minister highly appreciated the important significance of the Conference in promoting economic, cultural and human connections between Vietnam and other countries around the world through Halal products and services.
Emphasizing the potential of the global Halal market, the Prime Minister affirmed that Vietnam aims to develop the Vietnamese Halal industry into a strong industry, making Vietnam an indispensable destination on the global Halal map, an important link in the supply chain of Halal products and services in the world.
The Prime Minister assessed that Vietnam has three important foundations for developing the Halal industry.
The first, Vietnam has a stable political and social situation, with growing economic potential and scale, and a growing population. It ranks 34th in economic scale, is among the top 20 countries in terms of trade scale, and is in the golden population stage with 100 million people...
Monday, Vietnam has increasingly expanding foreign relations and international economic links, diplomatic relations with 194 countries in the world, strategic partnerships and comprehensive partnerships with 32 countries, participation in more than 70 important regional and international organizations and good cooperative relations with the community of Muslim countries in the world.
Tuesday, Vietnam has advantages in geographical location and favorable natural conditions to participate more deeply in the supply chains of Halal products and services thanks to its experience and contributions to ensuring global food security, many agricultural products that can meet Halal standards, as well as advantages in tourism development, including Halal tourism with a long coastline, diverse ecosystems, etc.
The Prime Minister also affirmed Vietnam's three messages in developing the Halal industry.
One is, Vietnam wishes to make Halal an "important economic cooperation content, a new pillar, a new driving force" in developing relations with other countries.
Second, Vietnam considers Halal a “golden opportunity” for Vietnamese enterprises to improve production capacity and effectively participate in the global Halal market.
Third, Vietnam advocates developing the Halal industry on the basis of respecting cultural values, especially human culture and the value of peaceful coexistence, demonstrating Vietnam's contribution and responsibility to jointly build a peaceful, diverse, harmonious and mutually developing world.
In order for Vietnam to promote its internal strength and boost international cooperation on Halal, the Prime Minister suggested that it is necessary to carry out 5 promotions, including: promoting cooperation in sharing information and experience; promoting negotiations, signing agreements, memorandums of understanding, mutual recognition and recognition agreements on Halal certification; promoting regional and international partners to invest and do business in Vietnam; promoting and promoting Vietnam's Halal products, services and brands and opening markets; promoting people-to-people exchanges, cultural exchanges, enhancing understanding and helping each other develop together.

Speaking at the plenary session of the Conference, Minister of Science and Technology Huynh Thanh Dat emphasized that Vietnam has a solid foundation in science and technology to research and develop high-quality Halal products, and committed to continuing to coordinate with international partners to promote the standardization of production processes and improve Vietnam's Halal certification capacity to meet the strict requirements of the international market.
At the Conference, domestic and international delegates highly appreciated Vietnam's potentials, strengths and strategies in actively participating in the global Halal market.
Chairman of the Halal Authority of India Mohamed Jinna assessed that Vietnam is facing a “bright future” when accessing a “wide open” global Halal market, in which Halal certification will be the “door” for Vietnam to access a market spanning many different industries such as food, pharmaceuticals, cosmetics, fashion, tourism, etc.
Secretary General of the Institute of Standards and Metrology of Islamic Countries (SMIIC) Ihsan Ovut highly appreciated Vietnam's dynamic economic development and its potential in developing Halal tourism, Halal food, cosmetics and pharmaceuticals.
Chairman of the Gulf Cooperation Council (GCC) Halal Certification Center Moteb Al-Mezani said that product certification in general, including Halal certification, is the highest expression of trust in product quality, and Vietnam's policy of developing the Halal industry is consistent with the interests and development orientation of cooperative relations of the Gulf countries.
Delegates believe that Vietnam's efforts in promoting international cooperation will achieve positive results in the coming time, continuing to contribute to Vietnam's socio-economic development and the overall development of the world's Halal industry.
Vietnamese ministries, branches, localities, associations and enterprises highly appreciated the organization of a large-scale, international Halal Conference, which created opportunities to connect Vietnamese localities and enterprises with potential partners in the global Halal market.
Standing Vice Chairman of Ben Tre Province Nguyen Truc Son emphasized that through strengthening international cooperation on Halal, the province's enterprises have been able to access market information, better understand how to develop Halal products and connect with global Halal partners.

Delegates attending the Conference all shared the view that in order to effectively penetrate and participate in the global Halal market in the coming time, Vietnam needs to focus on a number of key groups of measures including supporting the connection of localities and businesses with partners and the global Halal market in priority areas such as agriculture, tourism, textiles, pharmaceuticals and cosmetics; promoting investment attraction, technical assistance, training support, human resource development; continuing to build and perfect the legal framework and state management policies on Halal, optimizing the certification process, promoting mutual recognition and recognition of Halal certification; promoting cultural and people-to-people exchanges to enhance mutual understanding between Vietnam and Muslim countries and communities around the world.
On this occasion, Prime Minister Pham Minh Chinh and delegates witnessed the introduction of the Vietnam National Halal Certification Center (HALCERT), the Vietnam Halal Standards, the launching ceremony of the "Halal Corner" on the World and Vietnam Newspaper and the ceremony of handing over 5 cooperation documents between the GCC Certification Center, the Korean Halal Agency, the European Halal Certification Center, the Halal Academy of GAE Limited Liability Company (Malaysia) and the Quang Ninh Provincial Tourism Association with Vietnamese state management agencies on standards and Halal.
Within the framework of the Conference, a Local - Business Connection Session also took place with dozens of contact activities between localities, associations, Vietnamese businesses and international partners.
After the conference, the international delegation will visit Quang Ninh province and work with some businesses with Halal potential in the province. In addition, the Greek-ASEAN business delegation will also visit Quang Ngai province to seek cooperation and business opportunities with the locality and businesses.
The conference conveyed the message of a Vietnam ready to "cooperate and develop together", harmoniously combining "internal strength" from domestic potentials and strengths with "external strength" from promoting effective international cooperation to serve the development of the industry, the Halal ecosystem of Vietnam comprehensively and sustainably, gradually affirming a solid position on the global Halal map./.
