In the development strategy, Quang Ninh has identified the marine economy as a growth driver, due to its outstanding competitive advantage compared to other localities in the region. Resolution 15-NQ/TU dated April 23, 2019 of the Provincial Party Committee on the development of seaports and seaport services in the province until 2025, with a vision to 2030, has affirmed the province's determination and determination in achieving the goal of becoming a strong and rich locality from the sea. After 5 years of implementing the resolution, the province's marine economy has developed in the right direction, gradually taking shape.

Marine economy is identified as an important driving force in the socio-economic development of the province until 2030. Based on the potentials and outstanding advantages, in recent times, the province has prioritized resources for the development of seaports and seaport services; encouraged the mobilization of all resources to develop seaport infrastructure, wharves and seaport connection infrastructure in a synchronous and modern direction; facilitated businesses in improving quality, reducing time, transportation costs and logistics services... In 2019, the Provincial Party Committee issued a separate resolution on the development of seaports and seaport services (Resolution No. 15-NQ/TU) with the goal of building Quang Ninh province to become one of the strong marine economic centers of the country, a gateway and driving force for the development of the Northern key economic region associated with the deep-water seaport system; The focus is on the localities of Ha Long, Cam Pha, Mong Cai, Quang Yen, Van Don, Co To, Hai Ha associated with marine economic sectors; becoming tourist centers.
Immediately after Resolution 15 was issued, the Provincial Party Standing Committee immediately established the Steering Committee for the development of seaports and seaport services in the province until 2025, with a vision to 2030. At the same time, it organized inspections and supervision of Party committees at all levels, heads of local Party committees, and units in the leadership and direction of the implementation of the Resolution. The Provincial People's Council and the Provincial People's Committee issued many directive documents setting out specific tasks and clearly assigning responsibilities to agencies, units, and localities to organize the implementation according to the roadmap set out in Resolution 15.
With the spirit of determination and drastic direction, management and implementation, after 5 years of implementing the Resolution, the strategic orientation on marine economic development of Quang Ninh has basically developed comprehensively, in the right direction, gradually taking shape and achieving positive results.
According to the review results of the Provincial People's Committee, many targets and objectives were assessed as achieved compared to the set plan. Most notably, the total revenue from seaport services in the 2019-2023 period reached over 14,840 billion VND. The contribution of seaport services reached about 0.49% of the province's GRDP, an increase of 0.07% compared to 2018. From 2019 to June 2024, the total number of tourists to Quang Ninh reached 64.75 million. The average number of tourists per year reached 12.95 million. The total number of sea and island tourists reached 43.3 million, equal to 184% of the plan, exceeding the target of 2025 of the Resolution. Many 4-5 star hotels and high quality, unique, diverse tourism types with high added value in sea and island tourism associated with promoting the heritage value and world natural wonder of Ha Long Bay have been completed and put into operation.
The scale of the maritime economy is increasing, accounting for an increasingly large proportion of the added value of the marine economy. The total output of goods passing through the port in 5 years (2019-2023) reached 627.7 million tons; an average of 124.1 million tons/year, exceeding the target by 2025. The fisheries industry has developed comprehensively in terms of aquaculture, exploitation and processing. The province's coastal industry has developed in a sustainable direction, applying modern technology in production, improving efficiency, protecting the environment, and increasing the proportion of processing and manufacturing industries.

In addition, the infrastructure system serving the development of the marine economy has been constantly improved. From 2019 to present, through expanding open mechanisms and creating maximum conditions to attract investors for seaport infrastructure, Quang Ninh has attracted non-budgetary investment capital for infrastructure projects, seaport services, such as Ao Tien High-class Port, Hon Gai International Passenger Port, Van Ninh General Port. Quang Ninh has also formed and planned functional areas, restaurant service areas, modern shopping centers at international passenger ports such as Tuan Chau, Hon Gai Port, Van Don International Airport. Currently, the province is implementing 6 investment projects to develop seaports, seaport services, post-port logistics areas and logistics in Quang Yen coastal economic zones with an area of 6,956 hectares, exceeding the resolution...
Despite positive results, it must be frankly acknowledged that in recent times, the development of the marine economy has not been commensurate with the province's potential and advantages; especially in the fields of logistics, seaports, seafood exploitation and island tourism development. The proportion of contributions of marine economic sectors to the budget revenue and the scale of the province's economy is not commensurate with the geographical location of a locality with 250 km of coastline, 9/13 district-level units are coastal. The reason is partly due to the impact of the Covid-19 pandemic, which has had a great impact on the world economy, significantly affecting the implementation of the goals of Resolution 15. In addition, the regulations on maritime and seaport corridors and laws are not complete; there is a lack of human resources, especially high-quality human resources working in the field of seaports and seaport services. Investment in maritime infrastructure requires large capital while the province's mechanisms and policies are not strong enough to attract large enterprises to invest in marine economic sectors, especially seaports, seaport services and logistics...
To continue to awaken the potential and strengths of the sea, Quang Ninh province is currently focusing on reviewing and realizing plans and having long-term orientations for development. In particular, focusing on calling for investment and supporting investment in seaport infrastructure; investing in completing connecting traffic infrastructure to create a basis for attracting non-budgetary investment in this field; improving the quality and services of seaports. Along with that, focusing on building mechanisms and policies to support vocational training in the field of seaports and seaport services; mechanisms and policies to attract workers inside and outside the province to work in the field of seaports and seaport services, industrial parks and economic zones in the province. At the same time, actively promote the application of modern technology, improve service quality, meet the needs of the transportation market, deeply participate in supply chains to gradually increase and capture international market share... This will contribute significantly to the sustainable development of the marine economy, making Quang Ninh a sustainable marine economic center of the country, a regional sea-oriented transit gateway on the basis of developing tourism - services connecting the region and the world; and one of the key logistics centers of the country.
