On October 11, in Beijing, Comrade Liang Qiang, Standing Member of the Secretariat, and the delegation met with General Secretary and President Xi Jinping; held talks with Comrade Cai Qi, Member of the Politburo Standing Committee, Secretary of the Secretariat, and Director of the Central Office of the Communist Party of China. On behalf of the leaders of the Party and State of Vietnam, Comrade Liang Qiang, Standing Member of the Secretariat, warmly congratulated the 75th anniversary of the National Day of the People's Republic of China and the great achievements that the Chinese people have achieved over the past 75 years under the leadership of the Communist Party of China, especially in the 10 years of the new era and since the 20th National Congress of the Communist Party of China; believing that the Chinese people, under the leadership of the Communist Party of China with Comrade Xi Jinping as the "core", will successfully achieve the goals of the 20th National Congress, especially deepening comprehensive reform and promoting Chinese-style modernization, successfully achieving the goal of "the second 100 years". The Standing Member of the Secretariat respectfully conveys the regards and best wishes of General Secretary and President To Lam and other senior leaders of Vietnam to General Secretary and President Xi Jinping and other leaders of China.

The Standing Member of the Secretariat emphasized that the delegation's visit aimed to thoroughly grasp and implement the important common perception between the senior leaders of the two Parties and two countries in recent times, most recently the State visit to China by General Secretary and President To Lam; affirming that continuing to further strengthen the Comprehensive Strategic Cooperative Partnership, promoting the building of the Vietnam-China Community of Shared Future has strategic significance according to the motto "16 words", the spirit of "4 goods" and the direction of "6 more" is an objective requirement, a strategic choice and a top priority in Vietnam's foreign policy. General Secretary and President of China Xi Jinping congratulated the comprehensive achievements that the Vietnamese people have achieved in recent times, highly appreciating the Communist Party of Vietnam for successfully organizing many Central Conferences, proposing many important decisions and preparing for the 14th National Party Congress. Comrade Xi Jinping expressed his belief that the Vietnamese people, under the leadership of the Communist Party of Vietnam headed by General Secretary and President To Lam, will comprehensively fulfill the goals of the 13th National Congress, towards the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding. Comrade Xi Jinping affirmed that the Party, State and People of China attach great importance to relations with Vietnam, considering the development of relations with Vietnam a priority direction in its neighborly foreign policy. During the talks and meetings, leaders of the two sides expressed their high regard for bilateral relations and highly appreciated the positive and comprehensive developments in the relations between the two Parties and the two countries in recent times. High-level exchanges and contacts have taken place regularly, and political trust has been enhanced. The top leaders of the two Parties and the two countries have agreed to deepen and elevate the Comprehensive Strategic Cooperative Partnership and build a Vietnam-China Community of Shared Future of strategic significance. In particular, the recent State visit of General Secretary and President To Lam to China has brought bilateral relations into a new stage of development.

Cooperation between localities, especially border provinces of the two countries, has been vibrant and substantive. Cooperation in national defense and security has been enhanced, and cooperation in the fields of tourism and education has made many new developments. Comrade Xi Jinping agreed with the proposals of Comrade Liang Qiang, Standing Member of the Secretariat, affirming that China is willing to continue to maintain high-level exchanges and contacts with Vietnam, promote cooperation in all fields, through the channels of the Government, the National Assembly/National People's Congress, the Fatherland Front/Chinese People's Political Consultative Conference; suggested that the two sides effectively promote cooperation and exchange mechanisms on the Party channel, organize theoretical seminars and cooperate in training cadres, and exchange experiences in Party building and national governance; effectively implement dialogue mechanisms in the fields of national defense and security; Strengthening substantive cooperation and high-quality connectivity, especially railway and border gate connectivity, infrastructure construction, state-owned enterprise development, environmental protection, including new areas such as digital economy, green development, disaster prevention and mitigation. General Secretary and President Xi Jinping suggested that the two sides coordinate to organize many diverse exchange and cooperation activities on the occasion of the "Year of China-Vietnam Humanitarian Exchange" when the two countries celebrate the 75th anniversary of the establishment of diplomatic relations, including high-level exchanges and visits. Standing member of the Secretariat Luong Cuong and comrade Thai Ky discussed specific implementation of the common perceptions of high-ranking leaders and agreements between the two Parties and the two countries. The Chinese leaders expressed their desire to promote cooperation in traditional areas and expand to new areas of cooperation, increase imports of Vietnamese agricultural products and encourage Chinese enterprises to increase investment in Vietnam.

During the meetings, Standing member of the Secretariat Luong Cuong suggested that the two sides control and resolve differences in a frank, sincere, and friendly spirit, focusing on maintaining stability at sea, respecting each other's legitimate rights and interests on the basis of compliance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982). During the visit to China, the delegation visited and worked with the staff of the Vietnamese Embassy in Beijing; surveyed facilities, exchanged with leading Chinese experts, and learned about China's theoretical and practical issues in the fields of building new quality production forces and digital transformation in Party agencies.
