To reduce the gap in education quality between inner-city and suburban areas, the Hanoi Department of Education and Training has a program calling on schools and teachers to share responsibility. Good teachers and good teaching methods are brought back to support suburban schools in many different ways.
Closing the quality gap
Natural Science is a new subject introduced into the 2018 General Education Program, and is also considered the most difficult subject to teach. For teachers in Ba Vi District, the most disadvantaged area of Hanoi, this is even more difficult.
However, instead of complaining about the difficulty, many schools in Hanoi have found a way to do it. For example, the best teacher of the natural science department at Hoang Hoa Tham Secondary School (Ba Dinh District) was assigned to teach a natural science class with the participation of many teachers who are teaching this subject in Ba Vi District. After the class, teachers from the two units discussed and shared ways and methods to improve the quality of the lesson.

Class observation and professional exchange are considered a way to solve difficulties for teachers in teaching, especially new subjects, and are also a solution to improve the professional quality of the teaching staff, thereby improving the quality of education in schools.
Ms. Nguyen Nguyet Nga, a literature teacher at Viet Duc High School (Hanoi), one of the core teachers of the Hanoi Department of Education and Training, has been brought back to teach at Tu Lap High School (Me Linh District) and Trung Gia High School (Soc Son District) many times as a way to foster professional skills for colleagues at other schools. Ms. Nga shared that teaching at Viet Duc High School, one of the schools with the top 10th grade entrance scores in Hanoi, is different from students at suburban schools, with quite different entrance scores. Therefore, it is impossible to apply the same method but there must be flexibility to change to suit the students and teaching equipment conditions...
After each teaching session, teachers from both schools sat down to discuss and share methods and materials. The support program was long-term, so as soon as arrangements were made, teachers from suburban schools went to the top schools to continue observing classes and participating in seminars.
Ms. Nguyen Boi Quynh, Principal of Viet Duc High School, said that after the Hanoi Department of Education and Training launched a campaign to join hands to improve the quality of education, the school sent 32 teachers to 2 schools to share methods and experiences. This is a good and humane program that requires teachers to try hard, and is also an opportunity to show themselves to different types of students. When sending human resources to schools, teachers also need to redesign lessons suitable for students, from teaching speed to communication methods. Above all, and then, teachers from schools can support each other in the long term to promote quality together.

Chu Van An High School not only organized model lessons and invited teachers from other schools to attend the lessons but also sent excellent teachers to Dan Phuong High School (Dan Phuong District). The lessons were carefully prepared by teachers, connecting online to more than 200 points of connection of schools in Hanoi for them to study together.

Mr. Phung Ngoc Oanh, Head of the Department of Education and Training of Ba Vi District, was moved to say that up to now, 45 kindergartens, primary schools and secondary schools in Ba Dinh District have implemented school activities to join hands in developing with 45 schools in Ba Vi District. Thanks to that, the results of regular assessments as well as the results of important exams have been significantly improved. Ba Dinh is one of the leading units in education quality in Hanoi, so teachers and students of Ba Vi District are supported by the best teachers in Hanoi. Teachers from other schools are dedicated and responsible as if they were teaching at their own schools, regularly exchanging experiences or during the process of implementing teaching at schools.
According to Mr. Oanh, in addition to professional support, schools in Ba Vi District also receive a lot of teaching equipment such as computers, projectors, televisions, and books from schools in Ba Dinh District. For example, in 2023, Ba Vi had 1,347 students receiving support from teachers in their studies. Teachers regularly teach for free, and 239 students were helped by teachers in the school with a total amount of more than 73 million VND...

Similarly, the Department of Education and Training of Hoang Mai District also signed a memorandum of understanding with the Department of Education and Training of Ung Hoa District to coordinate the implementation of the program "Schools join hands to develop - Teachers share responsibility" for the period 2023 - 2025. In which, Vinh Hung Primary School (Hoang Mai District) received support from Hoa Lam Primary School (Ung Hoa District). Most of the students of Hoa Lam Primary School come from farming families or better off, their parents are workers. Therefore, the attention, facilitation and investment in their education are also limited and more or less affected.
Understanding that situation, each teacher of Vinh Hung Primary School has always paid attention and shared responsibility for the common development of the two schools. Students with difficult circumstances of Hoa Lam Primary School received valuable scholarships from teachers and students of Vinh Hung Primary School.
Ms. Bui Thi Thanh Hang, Principal of Vinh Hung Primary School, shared about the circumstances of the children at Hoa Lam Primary School: some children have just lost their fathers, their mothers have cancer; some children have divorced parents, they live with their elderly grandparents, their grandmother has a leg disability; some children have mothers who left right after their fathers passed away, they live with their grandparents, their grandfather has a neurological disorder; some children have congenital hypopituitarism but their families have many children, they do not have the means to treat them... And there are many more "torn leaves" that need to be mended, need to be protected and sheltered.
"Understanding the students' circumstances, our teachers feel that they need to do better to share and gradually narrow the gap in education quality between the two schools...", Ms. Hang said.
Replicating good models and creative ways of doing things
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that in the current situation where the number of teachers does not meet the demand, the Hanoi Department of Education and Training has pioneered in implementing good models and creative ways to improve teachers' qualifications, such as the "teacher bank" model or the movement "Schools join hands to develop, teachers share responsibility".
These activities aim to bring teachers from good schools to not-so-good schools, from inner city to suburban areas to share and exchange experiences, thereby narrowing the educational gap between regions.
According to Mr. Cuong, although it has only been implemented since December 2022, the meaning of the movement has quickly spread. Many schools in favorable places have proactively come to schools in difficult areas to replicate good lessons and effective teaching methods... There are teachers who texted the Director of the Department of Education and Training, moved because it was the first time they experienced teaching in places with difficult conditions. That helps teachers understand more, share more, gain more experience and make more efforts in their profession.
"We really appreciate the enthusiasm, sense of responsibility and sharing of schools and teachers when they volunteered to participate in this campaign," said Mr. Cuong.
Along with increasing investment in facilities and improving the quality of teachers, Director Tran The Cuong acknowledged that the implementation of the movement is a new solution of the Hanoi education sector to improve the quality of comprehensive education, gradually narrowing the gap in education quality between units and schools. The Hanoi Department of Education and Training will organize to draw lessons and replicate effective solutions.
