On June 16, 2022, the Party Central Committee issued Resolution No. 19-NQ/TW (Resolution 19) on "Agriculture, farmers, and rural areas to 2030, with a vision to 2045". This is a very important resolution, so the Party Committees and authorities of Tan Son district have focused on finding solutions to effectively lead and direct its implementation.
Thanks to support policies, the Dien grapefruit growing model of Mr. Doan Ngoc Sen's family, Ben Gao area, Van Luong commune, has achieved high economic efficiency.
The key solution that Tan Son focuses on implementing is to enhance the role, position, and capacity to master, and comprehensively improve the material and spiritual life of farmers and rural residents. Determining that, Tan Son promotes information, propaganda, raising awareness, capacity, and qualifications for farmers and rural residents through education, training, health, culture, and sports programs; encourages farmers to participate in voluntary social insurance and health insurance; proactively prevents and combats risks; ensures the safety of people's lives against natural disasters, epidemics, and adverse changes. At the same time, it focuses on improving the quality of resources, effectively organizing vocational training programs and plans for rural workers, meeting the requirements of restructuring labor and occupations, creating a driving force to promote local economic development.
Regarding agricultural production, the district implements the motto of developing effective and sustainable agriculture in an ecological direction, improving quality and added value. In particular, focusing on reorganizing production, linking and cooperating according to the value chain; enhancing the application of scientific and technological advances, and digital transformation in agriculture.
The district has resolutely directed the restructuring of crops and livestock, introduced machinery and new varieties with high quality, productivity and economic value into production; coordinated and created conditions for enterprises, cooperatives and OCOP entities to participate in training courses on digital transformation in production and business, connecting supply and demand of key agricultural products typical of the district.
Initially, the district has formed a chain linking production and consumption of green tea products on a scale of 35 hectares; improving the quality and appearance of grapefruit during the business period on a scale of 30 hectares; implementing a model linking the renovation of mixed gardens to grow oranges and tangerines on a scale of 10.5 hectares; and a model linking biomass corn cultivation on a scale of 60 hectares/year.
Along with that, the district promotes the development of economic components, types of production and business organizations, the core of which are cooperatives. Currently, the district has built links between farming households and Long Coc safe tea production cooperative; linked with Xuan Dai agricultural and forestry service cooperative in the production and consumption of green tea products; linked between farming households and Nang Trung Du Company Limited in raising and consuming multi-spur chicken products...
The issue of rural development in the direction of modernization associated with urbanization has always been of interest to Party committees and authorities from district to grassroots levels, closely directing the emulation movement "The whole country joins hands to build new rural areas". The movement is organized and implemented synchronously and widely with many suitable contents, close to reality, creating profound changes in socio-economic development in rural areas.
Rural socio-economic infrastructure is gradually modernized and synchronized, ensuring a bright, green, clean, beautiful, safe rural environment and landscape, rich in traditional cultural identity. With the goal of sustainable economic development and improving the material and spiritual life of rural people, the district always focuses on mobilizing resources for investment and development.
In addition to the policies of the Central and the province, the district annually allocates budget funds to implement the Resolution, and mobilizes resources from the people in building new rural areas. Up to now, the district has 1 commune meeting new rural standards and 40 residential areas meeting new rural standards. The district's economy has developed in a diverse manner, agricultural production has followed the restructuring plan; product value has increased, reaching 112 million VND/ha/year; average income per capita has reached over 36 million VND/year.
Developing agriculture and rural areas, improving the material and spiritual life of farmers and rural residents is the responsibility and key task of the entire political system and the people themselves. In the coming time, Tan Son will continue to promote the implementation of Resolution 19, creating a spread in the community to join hands in implementation; promoting the role and responsibility of Party committees and organizations at all levels, especially leaders in leadership and direction; effectively implementing the activities of functional agencies. At the same time, promoting the role of the Vietnam Fatherland Front and mass organizations in monitoring, social criticism, mobilizing union members, association members and people to actively participate in agricultural and rural development, building new rural areas in the locality.
