At today's conference, we listened to presentations on some results and proposals for digital economic development. The digital economy has been playing an increasingly important role, becoming the main driving force to promote rapid, sustainable and resilient economic development, especially during and after the Covid-19 pandemic.
Minister of Information and Communications, Vice Chairman of the National Committee on Digital Transformation Nguyen Manh Hung: "Developing the digital economy is a long journey, application is more than research".
Digital economic development (DEE) includes the development of the ICT industry and the development of digital economy in all sectors and fields. But DEE in all sectors and fields will be the main focus. Vietnam needs to promote digital transformation to create DEE in each sector and field, and to naturally and by default infiltrate data and digital technology (DTE) into every activity of the economy.
Digital transformation and digital development is a long journey, more about application than research. In terms of application, national characteristics, culture, national context, and the specific characteristics of each industry and field are decisive factors. And this is an opportunity for Vietnamese CNS enterprises, due to their understanding of the Vietnamese context.
The Vietnamese problem creates Vietnamese solutions and products, creates Vietnamese approaches. Vietnam must follow the Vietnamese path. And because we follow the Vietnamese path, we have the opportunity to become the leader. Following the path of others will only mean being a follower. A theory on digital transformation and developing Vietnamese digital technology is of decisive significance. The Ministry of Information and Communications aims to build this theory.
To develop digital economy, we should have a vision of it. Digital economy is all activities based on or innovated by: digital technology, digital infrastructure, digital platforms, digital products, digital data, digital institutions, digital skills. Digital economy is characterized by online transactions, a virtual world, no paperwork, no cash. All businesses use e-commerce, digital technology to improve labor productivity, create new services, new jobs. Workers have digital skills to work. People are confident and safe to use digital services. The government provides online public services, easy to use, safe, using data to serve the personalized needs of the people. The government creates an online living and working environment, creating trust in the digital economy.
To grow faster and higher, we need new space, new productive forces, new productive resources, new production factors, and new driving forces. New space is digital technology. New productive forces are digital technology. New productive resources are digital human resources. New productive factors are digital data. New driving force is digital innovation.
Developing Vietnamese digital technology must be based on digital innovation, must invest in digital infrastructure, must integrate digital technology into all industries and fields, must perfect digital institutions, must implement digital governance, must train digital skills, digital human resources and attract digital talent.
Next, I would like to clarify some elements of KTS.
About ICT industry, also known as digital technology industry. It includes telecommunications, software, IT services, hardware, Internet (digital content, digital platform, data center, cloud computing). It leads the development of digital technology because it provides digital infrastructure, digital technology, digital products, digital services and digital solutions for digital technology development.
Regarding digital transformation of industries and fields, also known as digital transformation of traditional fields, such as agriculture, industry, and services. It is the application of digital technology to traditional industries to create new outputs, and these new outputs contribute to digital transformation. Digital transformation does not stand alone but is an integrated economy, standing in the real economy, integrating into the real economy, making the real economy more efficient and of higher quality.
About the speed of the economy. Our world economy has reached a level where many physical activities are faster than non-physical activities. Therefore, the speed of the economy now depends on the speed of non-physical activities. But these non-physical activities can be brought online. And when brought online, their speed will increase, and thus the speed of the entire economy will also increase. Production and consumption are still physical, but many decisions about production and consumption can be made online, for example, the decision to buy on an e-commerce platform is online, delivery is still offline, but the speed of shopping activities has increased significantly.
Therefore, KTS is to quickly move some parts of the economy online, using these online parts to speed up, to promote the remaining parts. Any part of economic activity that is online has created a multiplier for the entire economy to grow. Think of it this way to see how a small change can create a big result.
Regarding digital governance, it can be considered as a production relationship. Digital governance ensures rapid and sustainable digital development. It is an important component of modernizing national governance. It is a new national governance model, using CNS to improve the quality of public services, monitoring systems, data-based decision making, and improving enforcement capacity.
Digital governance includes innovating governance models, using digital technology to improve the quality of governance systems and governance capacity at all levels. Virtual assistants for civil servants are an example.
About data. Data is the new factor of production. Creating value from data is the most important. Creating value from data includes data collection, data standardization, data rights determination, data labeling, data valuation, data exchange, data market creation, data protection.
Regarding the strong application of AI in all fields. AI, especially deep learning, has passed the discovery and research phase and has entered the application phase. Research and discovery require elites and decades of effort to make a breakthrough. The US and some developed countries are still the main players in the research and discovery phase. Vietnam has not participated much in this phase. But the application phase only requires engineers, many application engineers, and those who apply quickly will benefit the most.
AI has become like the electricity of the second industrial revolution, like the steam engine of the first industrial revolution, it needs to be popularized, penetrated into every field, everywhere, every place, every daily work, of every person, every business, every organization. Quickly popularize AI applications, but it must be AI developed by us, "raised" by us (data, goals, algorithm selection, training are ours). To popularize AI, it must be turned into a service and provided via telecommunications networks to every citizen and business like mobile phone services, and the price must also be cheap.
For AI to develop healthily, the Government will soon issue a set of rules for AI application, because AI is considered to pose a greater risk than nuclear energy. But that does not mean we should limit the application of AI; on the contrary, we need to accelerate the application of its positive aspects.
The Ministry of Information and Communications will also submit to the Government a national action plan on AI application in digital transformation, digital government, digital economy and digital society. AI will help increase labor productivity, reduce product costs, and create new values. AI will play a key role in digital transformation.
To manage and promote something, it must be measured. The Ministry of Information and Communications attaches special importance to measuring digital technology, not only at the national level but also at the local, sectoral and field levels, not only annually but monthly and quarterly, not manually but automatically. Vietnam can absolutely become a leading country in digital technology measurement. Just do it and you will become a leader.
Digital transformation and digital development are new to all of humanity. No one dares to claim to know everything. Learning from each other is still the most important factor. The Ministry of Information and Communications will synthesize good digital experiences from provinces, sectors, and countries to share. This newsletter will be monthly.

The right question about your problem is 70% of the solution to your problem. The problem is difficult for us but for others out there it is not difficult, it can be very easy. So go and ask, but you must know how to ask the right questions about your problem. Identify the right problem and ask the right questions. That is the most important thing.
The hardest thing about digital transformation and architecture is a very simple thing, which is to ask the right questions and ask them. But to ask questions, you must first start by doing. So let's start using CNS to do your work differently.
