That is the direction of Prime Minister Pham Minh Chinh in Official Dispatch No. 130/CD-TTg dated December 10, 2024 on urging focused direction and timely removal of difficulties and obstacles to promote the implementation of social housing projects.

In order to promote and improve the effectiveness of social housing development, contributing to fundamentally solving the housing needs of the people, the Secretariat and the Prime Minister have issued directive documents, implementation plans, and assigned specific tasks to ministries, branches and localities. To ensure the implementation of the social housing development target in Directive No. 34-CT/TW of the Secretariat, the Prime Minister requests ministers, heads of ministerial-level agencies, government agencies, secretaries of provincial and municipal Party Committees, and chairmen of People's Committees of provinces and centrally run cities:
Continue to focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in Resolution No. 33/NQ-CP dated March 11, 2023 and the Government's resolutions and the Prime Minister's directives.
Urgently develop a plan to effectively implement the tasks and solutions assigned in Directive No. 34-CT/TW of the Secretariat and Decision No. 927/QD-TTg dated September 30, 2024 of the Prime Minister promulgating the Plan to implement Directive No. 34-CT/TW of the Secretariat, to be completed in 2024.
Continue to effectively implement key solutions and tasks to promote decentralization, delegation of authority, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing; carry out administrative procedures for land allocation, site clearance, construction investment, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, publicity, and transparency.
For Chairmen of People's Committees of provinces and centrally-run cities:
Urgently issue within authority or submit to the People's Council of the same level for issuance of documents regulating a number of contents assigned in the Land Law and the Law on Real Estate Business; review documents to amend, supplement, replace, abolish or issue new ones to ensure compliance with the provisions of the Land Law, Housing Law and Law on Real Estate Business. To be completed in 2024.
Regarding planning and land allocation for the development of social housing and workers' housing: Review and supplement urban planning and industrial park planning, ensuring sufficient land for the development of social housing, including workers' accommodation and housing for the people's armed forces.
Strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land invested in technical infrastructure in commercial housing projects and urban areas to invest in developing social housing according to housing laws.
Regarding investment in construction of social housing projects:
Focus on implementing the Project "Investing in building at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period"; completing the assigned social housing construction target in 2024; including social housing development targets in the system of 5-year and annual socio-economic development targets.
Proactively allocate funds for site clearance and organize clean site clearance to have clean land for social housing. Organize auctions and bidding to select investors with financial potential and experience in public and transparent implementation.
For projects that have started construction, regularly urge to complete the project soon, organize acceptance, and put into use soon.
For projects with approved investment policies, promptly carry out procedures for selecting investors; allocating land, granting land use right certificates; establishing and appraising basic designs and technical designs; granting construction permits;... to start construction as soon as possible.
For social housing land funds that have not yet been approved for investment policy, urgently develop a plan; appraise the pre-feasibility report; update the project into the local planning program... to complete the procedures for approving the investment policy and selecting investors to implement the project.
Regarding preferential capital for social housing development: Continue to review and check legal procedures, make a list of projects for building social housing, housing for workers, renovating and rebuilding apartments that are eligible for loans of 120,000 billion VND, publicly announce on the electronic information portal of the Provincial People's Committee so that banks have a basis to apply for loans under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and synthesis.
Balance and arrange local budget capital to entrust the Social Policy Bank to provide loans for purchasing or leasing social housing; building, renovating and repairing houses.
