Immediately after the province was re-established in 1992, Ninh Binh developed a Master Plan for tourism development for the period 1995-2010 and was adjusted in 2007 for the period up to 2020. In 2018, the Provincial People's Committee approved the Master Plan for tourism development to 2025, with a vision to 2030.
In addition, building and implementing detailed plans for Trang An Eco-tourism Area; Tam Coc-Bich Dong tourist area; Kenh Ga-Van Trinh tourist area... Specialized plans being implemented include: General planning for the construction of Trang An Scenic Landscape Complex; Zoning plan for the central area of Ninh Hai-Ninh Thang (zone 4-4); Zoning plan for the construction of Trang An Scenic Landscape Complex in zones 3-1; 3-2; 3-3 in the Ninh Binh Urban Master Plan to 2030, with a vision to 2050. Completing the work of marking the boundary of the buffer zone, core zone and zoning plan, detailed plan of Trang An Scenic Landscape Complex.
The province plans to develop a plan for the preservation, restoration and rehabilitation of the Trang An-Tam Coc-Bich Dong special national relic site and submit it to the Prime Minister for approval; integrate, update and supplement the master plan and project for tourism development in the 2021-2030 period into the Ninh Binh Provincial Master Plan for the 2021-2030 period, with a vision to 2050, for implementation.
Tourism infrastructure has been invested in and upgraded; technical facilities serving tourism have been enhanced; a number of new tourism products and services have been invested in and put into operation to serve visitors right after the COVID-19 epidemic was controlled, creating new highlights to attract visitors to stay in Ninh Binh for longer periods such as Hoa Lu Ancient Town, Minawa Kenh Ga Resort, Emeralda Tam Coc...
Many tourism projects and works with capital of thousands of billions of VND are invested by the state budget, typically: Trang An Eco-tourism Area Infrastructure Construction Project; Hoa Lu Ancient Capital Historical and Cultural Relics Restoration Project; Dinh Tien Hoang Emperor Square and Monument Construction Project... Ninh Binh currently has nearly 20 attractive tourist areas and spots, national and international scale, typically Trang An Eco-tourism Area, Hoa Lu Ancient Capital, Tam Coc-Bich Dong tourist area, Bai Dinh Pagoda...
The system of tourist accommodation facilities has been continuously invested in and developed strongly, diversifying in quantity, quality and type. In 1992, the whole province had only 1 tourist accommodation facility. By the end of August 2024, the whole province had more than 820 accommodation facilities, with over 10,500 rooms and 16,800 beds; including 1 5-star hotel, 8 3-4 star hotels, 29 1-2 star hotels. The type of accommodation facilities such as homestay, experience, providing complete services for guests from eating, resting, entertainment, sightseeing, etc. is increasingly expanding, aiming to extend the length of stay of tourists.
Great contribution to socio-economic development
With the attention and drastic direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, after nearly 30 years of establishment, the tourism industry of Ninh Binh province has made strong development steps: Tourism infrastructure has been invested synchronously to create favorable conditions for tourists to visit; technical facilities serving tourism have developed in both quantity and quality; a number of tourist areas, destinations, and high-class hotels have been invested in and completed to effectively serve tourists; indicators: number of visitors, tourism revenue, number of workers in the tourism industry... are increasing.
In 2023, the whole province welcomed 6.598 million visitors, an increase of 77% over the previous year; revenue reached 6,516 billion VND, 2 times higher than in 2022. In the first 9 months of 2024, the whole province is estimated to welcome over 7.38 million visitors, an increase of 32% over the same period last year; tourism revenue is estimated at over 7,251 billion VND, an increase of 43% over the same period in 2023. In addition, tourism businesses and local communities are always active and proactive in innovating, improving service quality, diversifying products and services, building a civilized tourism environment, meeting the increasing needs of domestic and international tourists.
In particular, in 2014, Trang An Scenic Landscape Complex was recognized as a World Cultural and Natural Heritage, creating an important highlight that made Ninh Binh a bright spot on the Vietnam tourism map (in the top 15 destinations, 10 provinces with the highest number of visitors in the country), and was evaluated and voted as an attractive and favorite tourist destination by many prestigious domestic and international travel sites (TripAdvisor, 2 Telegraph, Business insider...).
With unique, rich and diverse tourism resources, Ninh Binh province has gradually invested in exploiting and forming advantageous tourism products, including: Cultural-historical-spiritual tourism; natural landscape tourism; ecological and resort tourism. In addition, the tourism industry is focusing on developing and diversifying tourism products such as: MICE tourism, sports tourism, community tourism, rural tourism (associated with high-tech agriculture), craft village tourism, sea tourism, river cruise tourism, entertainment tourism, educational tourism and is building a plan to develop night tourism economy in 4 service areas: culture, entertainment, dining, shopping and sightseeing.
Market research, tourism promotion and advertising have been carried out with attention, focusing on investment in terms of funding and organization methods with many innovations, achieving positive results. Focusing on promoting intra-regional and inter-regional linkages in developing tourism products, especially focusing on linkages in developing specific tourism products associated with promoting, advertising and developing Ninh Binh tourism brand. Successfully organizing cultural and sports events and activities of the province contributes to introducing and promoting to people and tourists the culture, history, land and people of the ancient capital Hoa Lu-Ninh Binh.
Tourism development has made great contributions to the structure of the province's GRDP, created jobs, improved the material and spiritual life of the people, and initially created a shift in the local economic structure towards increasing the proportion of the service sector; at the same time, promoted the development of many industries and fields.
For tourism to develop to its full potential
Despite strong development, Ninh Binh tourism industry still has some shortcomings and limitations. The factors of tourism infrastructure and facilities serving tourism are not synchronous and modern, along with the majority of tourism labor force is still unprofessional. Products and services at tourist areas and spots have been improved, but there is still a lack of entertainment, recreation, dining, and resort services, especially high-quality services. Cultural, historical, and indigenous knowledge values have not been exploited to create unique tourism products, unique to the province. The tourism business system has been formed and expanded, but there are no travel agencies strong enough, competitive enough to reach distant markets to attract visitors. There have been many efforts in promoting and providing tourism information, but they are still passive, not targeting the right target market, and do not have a clear attraction strategy. Revenue from tourism is not commensurate with the potential and strengths of the locality and its contribution to the value structure of the service industry is still low...
To remove difficulties, obstacles and limitations of Ninh Binh tourism industry, it is necessary to synchronously deploy solutions and tasks of all levels and sectors. In particular, focusing on effectively implementing Resolution 07-NQ/TU dated October 29, 2021 of the Provincial Party Committee on Ninh Binh tourism development in the period of 2021-2030 with a vision to 2045; preserving Trang An World Heritage Site associated with tourism development, plans, programs and policies to support tourism development in the period of 2023-2030.
Focus resources on completing infrastructure (Trang An, Bai Dinh, Kenh Ga, Dinh Tien Hoang Square, Trang An Cultural Park, etc.) as a basis for attracting investment in building and developing unique tourism products with the province's own brand. Invest in building a waterway tourism route connecting Ninh Binh city with Trang An and Hoa Lu ancient capital. Mobilize investment resources to build new tourism products in the direction of linking with cultural industry (film studio, restoration of Hoa Lu citadel, etc.). Encourage strategic investors to invest in forming complex tourism service areas, large-scale tourism service projects, shopping centers, entertainment centers, walking streets, night markets in key tourist areas; investment projects to build 4-5 star hotels (especially high-end resort hotels), standard restaurant systems, high-end restaurants serving tourists. Develop and diversify tourism products such as: cultural, spiritual, sports, resort, ecological tourism, tourism combined with conferences, seminars, agricultural tourism, and night tourism products.
Pay attention to preserving and exploiting heritage values to serve tourism development. Prioritize the implementation of research to develop a nomination dossier to submit to UNESCO for recognition of Non Nuoc Mountain as a documentary heritage of humanity. Research to develop a nomination for Phat Diem Stone Church Complex as a world heritage. Promote and advertise Ninh Binh tourism on mass media; associated with cultural events, festivals, fairs, conferences, and seminars domestically and internationally. Apply information technology in tourism promotion. Organize events to stimulate and attract tourists; organize tourism promotion through famtrips, presstrips, film crews, diplomatic delegations, etc.
Promote digital transformation in the tourism industry; focus on and prioritize accelerating the application of technology to implement digital transformation of tourism to connect to support and enhance the experience for tourists and serve management work; build a smart tourism ecosystem to connect tourism service infrastructure; increase the application of green and clean technology in service businesses and tourist accommodation establishments. Focus on training and developing tourism human resources. Organize surveys and assess the current status of tourism human resources, identify bottlenecks and training needs. On that basis, develop a plan to organize tourism professional training courses, initially focusing on the following occupations: reception, housekeeping, desk, bar, etc.
