Nearly 300 laws related to organizational structure expected to be revised at extraordinary session at the end of February

National Assembly Chairman Tran Thanh Man said that at the extraordinary session at the end of February, the National Assembly will review and amend nearly 300 laws related to the organization of the apparatus to serve the arrangement and streamlining of the apparatus.


On the morning of January 6, the National Assembly Standing Committee opened its 41st session. The session lasted nearly 2 days.

In his opening speech, National Assembly Chairman Tran Thanh Man said that at this session, the National Assembly Standing Committee will give opinions on the explanation, acceptance and revision of the draft Law on Digital Technology Industry; Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Advertising; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.

The National Assembly Standing Committee will also consider and approve a joint resolution detailing the organization of meetings between National Assembly deputies and People's Council deputies; a resolution of the National Assembly Standing Committee stipulating the implementation of democracy within the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and agencies of People's Councils at all levels (detailing Clause 2, Article 84 of the Law on Implementation of Democracy at Grassroots Level).

At the same time, give opinions on the National Assembly's thematic supervision outline on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect"; review the National Assembly's report on people's petitions in December 2024; give opinions on preparations for the ninth extraordinary session of the 15th National Assembly at the end of February 2025.

The National Assembly Chairman requested the National Assembly Standing Committee to continue promoting the spirit of the eighth session, closely following the innovative thinking in law-making on only regulating in the law the contents under the authority of the National Assembly, ensuring effective implementation of Regulation No. 178-QD/TU dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

Emphasizing that the workload in 2025 is very large, National Assembly Chairman Tran Thanh Man requested that in the first quarter of 2025, efforts must be focused on the extraordinary session at the end of February.

"This session of the National Assembly will meet regardless of time, but will try to complete the amendment of laws and resolutions of the National Assembly, serving the summary of Resolution No. 18-NQ/TU dated October 25, 2017, the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently" in the coming time", the National Assembly Chairman emphasized.

The National Assembly Chairman said that regarding the arrangement and streamlining of the apparatus, the National Assembly must amend the Law on Promulgation of Illegal Documents, the Law on Organization of the National Assembly, the Law on Organization of the Government, the Law on Organization of Local Governments and possibly nearly 300 laws related to specialized fields and organizations.

"The Ministry of Justice has summarized about 4,922 documents, decrees, and circulars related to adjusting and rearranging the administrative apparatus. This is a huge amount of work," said National Assembly Chairman Tran Thanh Man, adding that many meetings of the National Assembly Standing Committee and conferences of full-time National Assembly deputies will be held to discuss the contents to be submitted to the National Assembly at the extraordinary session.

The National Assembly Chairman said that he agreed with the Prime Minister that in the work of law-making, the drafting agency must participate from beginning to end to improve the quality of the law and ensure its longevity.

"Recently, we have had many innovations but have not met the requirements of law-making in the new situation.

The Ministry of Justice must strengthen its appraisal before submitting to the Government. The Government must examine and approve very carefully to submit to the National Assembly Standing Committee for submission to the National Assembly," the National Assembly Chairman emphasized.
