Estimated number and names of communes/wards in Hanoi after the arrangement

(PLVN) - Hanoi currently has 526 communes and wards. According to Chairman of the People's Committee Tran Sy Thanh, the city will follow the Central Government's direction and try to reduce 70% of communes and wards.

Regarding the organizational structure, Deputy Director of the Hanoi Department of Home Affairs Mai Xuan Truong said that Hanoi currently has no separate policy for officials who retire early due to reorganization. This will be implemented according to the Central Government's policy. The city will transfer all district-level staff to the commune level, and also transfer some city-level staff to the commune level. The number of staff will remain the same for 5 years.

Hanoi currently has 30 district-level administrative units (12 districts, 17 districts, one town) and 526 commune-level administrative units (160 wards, 345 communes and 21 towns). The city has not announced the number of wards and communes after the reorganization, but if reduced by 70% according to the leadership's direction, Hanoi will have 133 wards, communes and towns.

The Chairman of the Hanoi People's Committee informed that, according to the directive, the new commune-level administrative units after the merger will have an area that is neither too large nor too small. The number of commune-level administrative units will also be calculated most reasonably to perform the functions and tasks of the capital. Because if the number is too large, it will be unmanageable, and if the number is too small, it will be "far from the people".

By April 18, 7 districts had started collecting public opinions and proposed specific plans for ward arrangement.

Other districts also have plans to arrange communes and wards to get people's opinions, but this is not yet Hanoi's official plan.

Tay Ho District has 8 wards including Buoi, Thuy Khe, Yen Phu, Tu Lien, Nhat Tan, Quang An, Xuan La, Phu Thuong. It is expected to be arranged into Tay Ho ward and Phu Thuong ward.

Some wards along the Red River are expected to be merged with some wards of Ba Dinh, Hoan Kiem, Hai Ba Trung and Long Bien districts to form Hong Ha ward.

Bac Tu Liem District has 13 commune-level administrative units including Co Nhue 1, Co Nhue 2, Duc Thang, Dong Ngac, Thuy Phuong, Lien Mac, Thuong Cat, Tay Tuu, Minh Khai, Phu Dien, Phuc Dien, Xuan Dinh, Xuan Tao.

It is expected to be arranged into 5 wards including Bac Tu Liem 1 (Tay Tuu ward), Bac Tu Liem 2 (Phu Dien ward), Bac Tu Liem 3 (Xuan Dinh ward), Bac Tu Liem 4 (Dong Ngac ward), Bac Tu Liem 5 (Thuong Cat ward).

Nam Tu Liem District plans to arrange the current 10 wards into 4 wards including Tu Liem, Tay Mo, Dai Mo and Xuan Phuong.

My Duc district has 20 communes and towns, including Dong Tam, Thuong Lam, Phuc Lam, Tuy Lai, My Xuyen, An My, Hong Son, Le Thanh, Xuy Xa, Phung Xa, Hop Tien, Dai Nghia, Hop Thanh, An Phu, Dai Hung, Phu Luu Te, Huong Son, An Tien, Hung Tien, Van Tin.

Expected to be arranged into 4 communes: Phuc Son, Hong Son, My Duc, Huong Son.

Me Linh district has 17 commune-level units including Chi Dong, Quang Minh and 15 communes: Chu Phan, Dai Thinh, Hoang Kim, Kim Hoa, Lien Mac, Me Linh, Tam Dong, Thach Da, Thanh Lam, Tien Phong, Tien Thang, Tien Thinh, Trang Viet, Tu Lap, Van Khe.

Expected to be arranged into 4 communes including Me Linh, Quang Minh, Yen Lang, Tien Thang.

Phuc Tho district plans to arrange 18 commune-level administrative units into 3 communes including Phuc Tho, Phuc Loc, and Hat Mon.

The Hanoi People's Committee has just issued Guidance No. on organizing public consultation and approval of People's Councils at all levels on the arrangement of commune-level administrative units in the city.

The subjects of the opinion collection are voters representing households residing in the district, town or city. The distribution of opinion collection forms directly to household representatives or the organization of a conference of voters representing households to distribute opinion collection forms is decided by the People's Committee at the commune level (depending on conditions, the locality chooses the appropriate form).

Content of consultation: Seek voters' opinions on the plan to arrange new commune-level administrative units to be formed in districts, towns and cities; seek opinions on the proposed names of the new administrative units. Completion date is no later than April 21, 2025.

The public opinion collection team is responsible for receiving ballots issued by the People's Committee at the commune level; distributing ballots to each household; completion date is no later than April 21.

Commune level synthesizes and prepares a report on the results of public opinion collection and sends it to district level; implementation time is no later than April 24.

District level synthesizes and approves the policy for implementing the plan to rearrange commune-level administrative units in the area; synthesizes the results and reports to the City People's Committee; implementation time is no later than April 26.

The Hanoi People's Committee will complete the dossier and submit it to the City People's Council for approval of the policy of arranging new grassroots administrative units; to be completed by April 29.

The Hanoi People's Committee will then synthesize and complete the project and documents to submit to the Government and the National Assembly Standing Committee according to regulations, to be completed before May 1.
