According to the Department of Construction, the province recently organized a competition for "Ideas for planning to convert the function of Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area in An Binh Ward, Bien Hoa City". In which, the planning idea for the Provincial Political - Administrative Center Area demonstrated the contents of traffic connection and technical infrastructure; organizing the landscape space in harmony with the overall Urban - Commercial - Service Area.

The competition council has awarded the first prize to the project of the consortium of ENCITY International Consulting JSC and PT Studio Rancang Urban Selaras (URBAN+). According to this project, the Provincial Political - Administrative Center has an area of ​​about 105 hectares, including: 3 administrative buildings, a conference center, a square; urban service areas... According to calculations, the total investment of the Provincial Political - Administrative Center Project is expected to be about 8.6 trillion VND. It is expected that the project to invest in the construction of the infrastructure of the Provincial Political - Administrative Center will start in the fourth quarter of 2026, the construction of the Provincial Political - Administrative Center will start in the second quarter of 2027 and be completed by the end of 2029.

At the conference, the Department of Construction also proposed that the province consider a unified policy on the scale and boundary scope of the Provincial Political - Administrative Center. From there, it will be used as a basis to update the general planning of Bien Hoa city to submit to the Ministry of Construction ; at the same time, update and locally adjust the planning of subdivision A2. Along with that, consult with experts to include in the topic of organizing the architectural design competition for the Provincial Political - Administrative Center as well as the plan for the form of project investment.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Tan Duc emphasized that the Provincial Political - Administrative Center Project is an important project, the face of Dong Nai province, so it must be well planned, maximizing the potential of the area, ensuring connection with the existing urban center.

Regarding the investment plan, Chairman of the Provincial People's Committee Vo Tan Duc also noted that it is necessary to separate the site clearance compensation project into an independent project. For the construction investment project, the provincial leaders assigned the Department of Construction to preside over and coordinate with the Department of Finance to research, analyze, evaluate, and clarify the advantages and disadvantages of the two forms of investment: public investment and investment in the form of public-private partnership (PPP).

The Department of Finance urgently completes the dossier to adjust the Project to convert the functions of Bien Hoa 1 Industrial Park, consults and proposes to submit to the Provincial People's Committee for consideration and approval in April 2025. "After being approved by the Provincial Party Committee Standing Committee, the Provincial People's Committee assigns the Bien Hoa City People's Committee to immediately update the selected planning idea into the city's general planning and make local adjustments to the A2 subdivision planning" - Chairman of the Provincial People's Committee Vo Tan Duc requested.

The Provincial People's Committee also assigned the Provincial Construction Investment Project Management Board to preside over the organization of the detailed planning at a scale of 1/500 for the Provincial Political - Administrative Center area. In particular, it is necessary to calculate the scale of cadres and civil servants working after the province's merger and the roadmap for streamlining the payroll in the next 5 years. The Provincial Land Fund Development Center presides over the detailed planning of the 75-hectare land area to organize an auction according to regulations.
