The above plan is part of the Quy Nhon Channel Improvement and Upgrade Project for 50,000 DWT ships invested by the Maritime Project Management Board (Ministry of Transport). Accordingly, the People's Committee of Binh Dinh province agreed on the plan to sink about 3.8 million m3 of dredged material from Quy Nhon port channel to an area 6 nautical miles from shore, in the waters of Quy Nhon city.
The opinion of Binh Dinh Provincial People's Committee basically agrees with the environmental impact report of the Maritime Project Management Board (MPB).
Regarding the dumping location, the Maritime Project Management Board will dump dredged material according to the dumping plan of about 100 hectares in an area 6 nautical miles outside the sea from the lowest waterline (Sea area 6 nautical miles from shore).

However, the People's Committee of Binh Dinh province believes that the process of dredging, transporting dredged materials and dumping activities in the sea area pose a risk of polluting the marine environment, affecting exploitation, aquaculture, marine tourism, especially marine ecology.
Therefore, Binh Dinh proposed to review and supplement the environmental impact of the project on the marine conservation planning area of this province.
Regarding dredging activities, it is recommended that investors survey and specifically identify subjects at risk of being affected by dredging activities, paying attention to the aquaculture area of Hai Minh fishing village (Quy Nhon City) and Quy Nhon City tourist beach 2km from Quy Nhon channel to propose solutions to minimize impacts and commit to compensation if there is damage.
The dredging process at the bottom of the channel at a depth of 11 - 13m has the risk of causing coastal erosion, especially in the area of seaports and Mui Tan embankment. It is necessary to specifically assess the risk of erosion and propose solutions to minimize it; it is necessary to have a plan to regulate the traffic of ships entering and leaving the port during the project implementation to avoid the risk of accidents.

The area where the material is dumped in the deep sea is affected by the waves, so the material dumped has the potential to spread widely, especially during the period from October to December when there is a northeast wind and during the storm season in the South Central region. Therefore, the People's Committee of Binh Dinh province recommends that the investor needs to carefully assess the possibility of dispersion of polluted material at different times to have specific solutions.
According to the investor's draft environmental impact consultation dossier, the sea area used to sink dredged materials has been agreed by the People's Committee of Binh Dinh province, located 15.6km from buoy number 0 of Quy Nhon channel; about 11.4km from Hon Kho beach; 11.7km from Cu Lao Xanh island; 18km from Ky Co beach.
The technology of transporting and dumping dredged material of the project is carried out by suction dredgers and self-propelled open-bottom barges. The entire 100ha area of the dumping sea area is divided into many small areas (with grids).
The dredged material will be sunk evenly over the entire area of each grid cell. Each small area is determined as a center point of the area, the ships arriving at the center point will open the discharge gate to sink the dredged material, within 1-3 minutes.
The investment project to construct and upgrade Quy Nhon channel for 50,000 DWT ships was approved by the Ministry of Transport in Decision 1501/QD-BGTVT dated August 13, 2021, adjusted in Decision 299/QD-BGTVT on March 22, 2023, assigning the Maritime Project Management Board as the investor.
Of which, the length of the channel that needs to be dredged and renovated is 7,030m, 140m wide, the channel bottom elevation is -13m and the estimated dredging volume is about 3.8 million cubic meters. The project is expected to have a capital of over 694 billion VND, from the State budget.
