On August 12, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed an urgent document to the Prime Minister proposing specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4.
Ring Road 4 passes through Ho Chi Minh City and 4 provinces including Long An, Binh Duong, Dong Nai, Ba Ria - Vung Tau. The total length of the route is nearly 207 km, of which Long An accounts for more than 78 km, Binh Duong 47.5 km, Dong Nai 45.6 km, Ba Ria - Vung Tau 18.1 km and Ho Chi Minh City 17.3 km.
In phase 1, the project will build 4 lanes, with emergency lanes arranged continuously and a median strip between the two directions of traffic... This phase will also clear the land at once according to the 8-lane plan to facilitate future expansion.
The total investment is estimated at over VND128,000 billion, of which construction costs are nearly VND77,000 billion and site clearance costs are over VND51,000 billion. The project is proposed under the public-private partnership (PPP) model, BOT contract (build-operate-transfer).
According to the Ho Chi Minh City People's Committee, this project is of great significance in contributing to the socio-economic development of the provinces in the Southeast region, the key economic region of the South, with inter-regional traffic connectivity to solve the circulation of goods and reduce logistics costs.
At the same time, the Prime Minister decided to add Ho Chi Minh City Ring Road 4 to the list of important national projects, key to the transport sector. However, in the process of researching and completing the dossier, localities are facing some difficulties and problems.
According to the Ho Chi Minh City People's Committee, to speed up the progress of the Ring Road 4 construction project, Ho Chi Minh City and 4 related provinces have coordinated with the Ministry of Transport to agree on the need to propose a number of specific mechanisms and policies applicable to the entire project.
In particular, the Prime Minister proposed that the provincial People's Committee be the governing body, using local budgets and other legal capital sources to invest in the Ho Chi Minh City Ring Road 4 project; using local budgets to support other localities in implementing public investment activities of the project through two localities (Thu Bien bridge between Dong Nai and Binh Duong provinces).
The central budget supports the provinces (Binh Duong, Dong Nai and Ba Ria - Vung Tau) with 50% of the total budget capital participating in the project. Particularly, the section through Long An province proposes that the central budget support 75% of the total budget capital participating in the project.
Allow the proportion of state capital participating in the project not to exceed 70% of the total project investment.
Allow the People's Committees of the provinces (Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An) to approve local adjustments to the general planning for construction of functional areas, local adjustments to the general urban planning, local adjustments to specialized planning for technical infrastructure, construction planning projects for functional areas, etc.
Allow the total investment value of the Ring Road 4 projects of each locality to be transferred to the medium-term public investment plan for 2026 - 2030 without being added to the total investment of the programs and projects that must be implemented in the medium-term public investment plan for the next period of each locality.
For the section of Ho Chi Minh City Ring Road 4 through Long An province, the National Assembly allows the Prime Minister to decide on the project investment policy. The order, procedures, authority to appraise and decide on investment in component projects are implemented similarly to those for Group A projects according to the provisions of the law on public investment (section in Long An province).
Allow the head of the competent authority to consider and decide on the appointment of contractors during the project implementation process for consulting packages, packages serving the relocation of technical infrastructure, packages for compensation, support, resettlement, etc.

Long An states reasons for refusing to be the focal point for Ho Chi Minh City Ring Road 4 project
Long An said that the locality lacked experience as it had never implemented a large project, so it refused to be the focal agency to implement the Ho Chi Minh City Ring Road 4 project.
