On the afternoon of November 5, responding to VTC News about a project that is pouring soil to "enclose the mountain into a rockery", a representative of the Ha Long Bay Management Board said that the urban area project in area 10B, Quang Hanh ward, Cam Pha city is located in the buffer zone of the Ha Long Bay World Natural Heritage. The project owner is Do Gia Capital Company Limited.
"Through inspection and supervision on September 19, the unit discovered that the urban area project in area 10B, invested by Do Gia Capital Company Limited, was dumping soil directly, without embankment, into the sea area in the buffer zone of the World Natural Heritage Ha Long Bay, protection zone II of the special national monument Ha Long Bay.
The Ha Long Bay Management Board has sent a document to the Department of Natural Resources and Environment, the Department of Culture and Sports of Quang Ninh, and the People's Committee of Cam Pha City requesting inspections and requiring construction units to comply with the provisions of the law on environmental protection and heritage protection, and at the same time have solutions to prevent substances that pollute the environment and ecology of Ha Long Bay," a representative of the Ha Long Bay Management Board informed.

In Document No. 831 dated September 20, 2023 sent to the Department of Natural Resources and Environment, the Department of Culture, Sports and Tourism and the People's Committee of Cam Pha City, the Ha Long Bay Management Board said that dumping soil directly into the waters of Ha Long Bay without environmental protection solutions will cause water pollution, affecting the ecosystem in the natural heritage site, the special national monument of Ha Long Bay.
This violates regulations on environmental protection and heritage protection according to the Law on Environmental Protection, the Law on Cultural Heritage; the project's environmental impact assessment report has been approved by the People's Committee of Quang Ninh province.
The Ha Long Bay Management Board requested the Department of Natural Resources and Environment of Quang Ninh, the Department of Culture and Sports of Quang Ninh, and the People's Committee of Cam Pha City to inspect and require construction units to comply with the law on environmental protection and heritage protection; at the same time, have solutions to prevent substances that pollute the environment and ecology of Ha Long Bay.
Then, on October 4, the Department of Natural Resources and Environment of Quang Ninh sent a document to Do Gia Capital Company Limited requesting to overcome the shortcomings in the construction activities of the urban area project in area 10B.
Specifically, the Department requires the investor to immediately deploy technical solutions to reinforce the service road, ensuring that no soil or rock is washed away into the coastal seawater area of the project: Strictly implement measures to use rough rocks dumped on the sea side before construction, and at the same time reinforce the rough rock layer on the sea side of the road according to the road height to limit the washing away of soil and sand into the sea.
On the road surface facing the sea, earth barriers should be used to limit surface water runoff from flowing directly into coastal areas.
The Department requires dredging of muddy areas due to construction of public roads, with solutions to manage the volume of dredged mud in accordance with current legal regulations; organizing the construction of a retaining wall surrounding the project before leveling the ground according to the approved environmental impact assessment report; using a geotechnical tube embankment system to minimize environmental impacts during the construction of the retaining wall.
The investor is also required to organize monitoring and supervision of environmental quality in the project construction area according to the approved environmental impact assessment report, and report to the Department of Natural Resources and Environment, Ha Long Bay Management Board and Cam Pha City People's Committee before October 10, 2023.
During the project implementation process, the investor must strengthen its responsibility to protect the mangrove forest area adjacent to the project boundary during the above construction process.
Specifically, it is necessary to regularly review, evaluate, and supplement drainage ditches and culverts (if necessary), ensuring a stable water supply for the growth and sustainable development of natural mangrove forests in the project border area; periodically report every 3 months on construction activities and environmental protection to the Department of Natural Resources and Environment, Ha Long Bay Management Board and Cam Pha City People's Committee.

In recent days, residents in Quang Hanh ward (Cam Pha city, Quang Ninh) said that recently, many trucks carrying soil and rocks have been running one after another on the Ha Long - Cam Pha coastal road, carrying out leveling work at the urban area project in area 10B.
Currently, this project has filled in soil to create a road more than 1km long from the Ha Long - Cam Pha coastal road to the sea. It is worth mentioning that many rocky mountains are surrounded like miniature mountains, the filled soil and rocks make the sea water cloudy and change the color.
