Ngoc Hoi Interchange Project: Province requests to continue construction

After a long period of suspension of operations due to legal issues, Phuc Son Group Joint Stock Company has completed the personnel structure of the Representative Office in Nha Trang and arranged finances to ensure the continued implementation of the Ngoc Hoi Intersection Project. At the request of the Provincial People's Committee, the investor has worked with Investment and Construction Joint Stock Company No. 18 (the contractor), Thang Long Construction Consulting Joint Stock Company (the supervising consultant) and a number of related units to continue implementing the construction of this project.

The ground level access road of Ngoc Hoi Intersection has not been completed yet so this area is always dirty.

After that, the company has a detailed plan for implementation and sent it to the Management Board of the Project for Investment in Construction of Agricultural and Transport Works of the province. Specifically, for the locations with available land at the N4 branch of Ngoc Hoi Intersection, the company committed to assembling machinery and equipment to the construction site in March and constructing 14 bored piles in April 2025. From April to June 2025, the pier base and pier body will be constructed; by August 2025, the span structure from pier X10 to pier TD4.4 and TD4.3 will be completed. In September 2025, the company will complete the construction of railings and spans from pier X10, X17 to pier TD4.3. For the ground level collector road of branches N1 and N3, the company will complete the drainage system from March to May 2025; Complete the frontage road (including asphalt concrete and sidewalk paving) from June to July 2025. The company will complete the pedestrian bridge across the railway and some other items in July 2025. For locations without land at branch N4, Phuc Son Group Joint Stock Company recommends that the Provincial Management Board of Investment and Construction Projects for Agricultural and Transport Works direct relevant units to promptly complete site clearance so that construction is not interrupted.

According to a recent announcement by Phuc Son Group Joint Stock Company, from March 20, the contractor will begin construction of the drainage system at the N1 branch (from the railway to Cho Moi bridge). However, up to now, the N1 branch has not been implemented as committed. Reporters have repeatedly contacted the investor's representative to find out the reason but were only told that "the design consultant is adjusting the documents" or "the contractor is re-surveying the locations"...

According to the report of the Management Board of the Provincial Agricultural and Traffic Construction Investment Project, the Ngoc Hoi Intersection Project has basically completed the overpasses of branches N1, N2, N3, the roundabout, Resettlement Area No. 1 and No. 2. The project has 243 affected land plots, and has completed the inventory but only nearly 56.8% has been approved by the compensation council, nearly 45.7% has been paid, and 114 cases have been handed over (nearly 47%). The relocation of the power supply, telecommunications and railway signaling system (branch N4) is under construction. Currently, the company has not completed the drainage system, the ground level access roads of branches N1 and N3, causing sloppiness and environmental pollution, making people very upset.

Regarding the Ring Road 2 Project (connecting Ngoc Hoi Intersection), Phuc Son Group Joint Stock Company has basically completed the construction of the southern branch with a length of 5.8km (from Nguyen Tat Thanh Avenue to Ngoc Hoi Intersection). However, the asphalt concrete road surface is only 86% complete; sidewalk paving is 94% complete; tree planting is 75% complete; lighting is 98% complete. The northern branch (from Ngoc Hoi Intersection to Nguyen Xien Street) is more than 4km long and has not yet been implemented due to site clearance problems.

Mr. Cao Dinh Triet - Deputy Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that at the end of 2024, during a working session with the provincial leaders, Mr. Hoang Quang Hung - Deputy General Director of Phuc Son Group Joint Stock Company pledged to continue investing in the projects that the company is implementing in the province, focusing on the two projects of Ngoc Hoi Intersection and Ring Road 2. After 2025, the company did not continue to implement as committed, the Management Board sent a document urging the investor. In the document, the Management Board requested the company to urgently provide documents and records proving financial capacity and capital mobilization plans to implement these two projects; quickly overcome the shortcomings in the two projects of Ngoc Hoi Intersection and Ring Road 2; Coordinate with the design consultant and related units to check and review the design documents and actual construction at the site, compare the standards and design procedures of the route according to the approved design documents to propose plans and solutions to ensure traffic safety at the southern branch of Ring Road 2 connecting to Ngoc Hoi Intersection. At the same time, request the company to soon work with the unit in charge of technical infrastructure works to relocate the electricity and telecommunications system of branch N4; make a plan to complete the construction of the drainage system, ground level access roads of branches N1, N3 of Ngoc Hoi Intersection.

After checking, it was found that the N4 branch and the ground level access road had not been constructed yet. On April 8, the Management Board continued to send an official dispatch requesting Phuc Son Group Joint Stock Company to urgently complete the construction items as committed.
