Cannot be constructed simultaneously
The project to increase the clearance of road bridges crossing the national inland waterway - phase 1 (Southern region) invests in the construction of 11 bridges, including nine new bridges, one bridge renovated, and one bridge dismantled in the provinces of Long An, Ben Tre , Can Tho, Dong Thap, Kien Giang and Vinh Long.
The total investment for these bridges is about 2,155 billion VND. The project started in January 2024. The Waterway Project Management Board ( Ministry of Transport ) is the investor.
In Can Tho , there is a project to build new bridges on O Mon, Thoi Lai, Dong Binh, and Dong Thuan. According to the plan, these projects must be completed by the end of 2025. However, up to now, contractors have not been able to start construction due to land issues.
In particular, the Thoi Lai bridge area, Dong Binh, Dong Thuan cannot be implemented because there is no land.
At the construction site of O Mon bridge, machinery and equipment have been gathered. However, the construction site is not operating.
"To build O Mon bridge, the contractor must build a temporary bridge, then demolish the old bridge. According to the plan, the temporary bridge will be built on the left side of the bridge, but it is blocked by nine graves.
According to custom, people carry out this relocation around March. If so, it will greatly affect the progress.
Therefore, O Mon district proposed a solution to build a temporary bridge on the right side of the route, and the contractor agreed to the adjustment. However, the temporary bridge has not been built yet because the right side of the route is blocked by 220V and 110V power lines.
It is expected to be relocated by July 2024. We can only start construction after the relocation is completed," explained a representative of Traffic Construction Joint Stock Company 873 (contractor).
In the Thoi Lai bridge area, Dong Binh, Dong Thuan, even gathering materials and equipment cannot be done because there is no space.
"Currently, the functional sector of Thoi Lai district is carrying out the inventory. It is expected that the application of compensation prices will be completed by the end of August. There is no specific completion date for the remaining procedures.
Without the site, contractors cannot access the construction site. The current situation greatly affects the progress of completing these four bridges.
We hope that the locality will speed up the implementation of procedures and soon hand over the site to the contractor," said a representative of Traffic Construction Joint Stock Company 873.

Impact on progress
Mr. Tran Quoc Bao, Deputy Director of the Waterway Project Management Board, said that the total land area to be recovered to build 11 bridges is more than 15 hectares with 623 households affected.
Of which, Dong Thap has more than 5 hectares with 181 households, Long An has more than 1 hectare with 81 households, Ben Tre has 3.5 hectares with 113 households, Kien Giang has more than 1.6 hectares with 50 households.
Currently, localities have handed over 27% of the site, and contractors have accessed the entire site for construction.
In Can Tho city alone, the total land area that needs to be recovered to build the four bridges above is more than 3 hectares with about 198 households affected. Of which, about 25 households in Thoi Lai district are expected to be resettled.
"The remaining area of 11 bridges that have not been recovered is 11.54 hectares. Currently, Ben Tre, Long An, and Kien Giang have submitted compensation plans, awaiting approval. Dong Thap is completing the price appraisal and submitting the plan.
Thoi Lai district in Can Tho city is implementing slowly, and is currently selecting a land valuation consultant," Mr. Bao added.
According to the deputy director of the Waterway Project Management Board, the delay in site clearance and relocation of technical infrastructure in localities is much slower than planned, so the mobilization and implementation of construction are greatly affected.
In the immediate future, the investor urges contractors to urgently deploy and speed up the construction progress of the projects that have been handed over the site.
At the same time, continue to strengthen and coordinate with localities to speed up site clearance and technical infrastructure relocation.
