An 800 billion VND residential project in a rice-growing rural area.

On the afternoon of August 28th, at the construction site of the Vinh Bao Town Residential Area Development Project (Vinh Bao Residential Area Project), Vinh Bao District, Hai Phong City, the atmosphere was bustling and busy. In areas where the land has been cleared and handed over, the contractor is deploying manpower and machinery to urgently construct the resettlement area, access roads, and project infrastructure.

According to information from the People's Committee of Vinh Bao District, on November 22, 2021, the People's Committee of Hai Phong City issued Decision 3355/QD-UBND approving Saigon Garment and Match Joint Stock Company as the investor of the Vinh Bao residential area project. The project covers an area of nearly 10 hectares in the Cua Dong and Cua Tay fields of Vinh Bao town, with a total investment of over 800 billion VND and nearly 400 terraced houses with floor areas of 90-120 m2/house and frontages of 5-6 m. The total construction floor area is expected to exceed 150,000 m2.

The project aims to build a commercial residential area with integrated infrastructure and full amenities, supplementing the housing supply for Vinh Bao town and the surrounding area. Besides housing, the Vinh Bao residential project also includes other components such as green parks and educational facilities.

Real estate - Hai Phong: 800 billion VND residential project in a rice-growing countryside (Figure 2). — The investor is constructing the road from National Highway 10 to the Vinh Bao town residential development project in Vinh Bao district, Hai Phong city.

According to information from the Land Development Center of Vinh Bao District, Hai Phong City, to serve the Vinh Bao residential area project, the Vinh Bao District People's Committee is reclaiming nearly 10 hectares of agricultural land and residential land from 196 households (136 households with agricultural land, 60 households with residential land).

On August 30, 2022, the People's Committee of Vinh Bao District completed the approval of the compensation and support plan for land clearance for all households with agricultural land, totaling over 40 billion VND. Subsequently, in Decision No. 4535/QD-UBND dated December 19, 2022, the People's Committee of Hai Phong City allocated nearly 9 hectares in the first phase to the investor to implement the project.

Regarding residential land, the land clearance work of the Vinh Bao District People's Committee is still facing many difficulties and obstacles. As of August 28, 2023, the locality had approved compensation and support plans for 60 households with a total amount of over 81 billion VND. Although the Vinh Bao District Land Fund Development Center has invited households to receive compensation and support three times, only 23 out of 60 households have come to receive over 7.4 billion VND.

The reasons given by the households for not receiving the money are that the compensation and support rates are many times lower than market prices. Meanwhile, the resettlement area is not yet complete (for households allocated resettlement according to regulations), and the land price is high (for households eligible for land allocation with land use fees).

Due to difficulties and obstacles, especially those related to land clearance, more than eight months after receiving the first phase of land allocation, the investor has only completed less than 20% of the project. Local residents are worried that the prolonged construction will affect their lives and daily activities.

To resolve difficulties and obstacles, along with requesting the investor to focus on completing the infrastructure of the resettlement area and allocating land with land use fees, the People's Committee of Vinh Bao district requests the Vinh Bao town government and relevant functional departments of the district to focus on disseminating information and mobilizing households with residential land to accept compensation and support, and to promptly hand over the cleared land to the investor.

In addition, the relevant departments and divisions are required to consult with city departments and agencies, finalize procedures and processes, and submit them to the Vinh Bao District People's Committee to report to Hai Phong City for permission to organize the forced land reclamation.

Speaking with Nguoi Dua Tin, Mr. Tran Van Duc - Vice Chairman of the People's Committee of Vinh Bao town, Vinh Bao district, Hai Phong city, shared that the Vinh Bao residential area project is the first concentrated, integrated, and modern residential area project in the district.

The project not only solves the housing problem for a segment of the local population, but also contributes to helping Vinh Bao town achieve the criteria for a type 3 urban area, soon becoming the central urban area of Vinh Bao district - the southwestern gateway of Hai Phong city.

Therefore, in the coming time, the People's Committee of Vinh Bao town will actively coordinate with functional departments and agencies of Vinh Bao district to mobilize and educate households to accept compensation and support and hand over clean land so that the investor can soon complete and put the project into use .
