BTO-This is one of the directions of Chairman of the Provincial People's Committee Doan Anh Dung at the meeting to listen to the report on the implementation status and propose a plan to deploy the next tasks of the Ka Pet Reservoir Project, Ham Thuan Nam District on the afternoon of October 26. Also attending were Vice Chairman of the Provincial People's Committee Nguyen Hong Hai; representatives of leaders of relevant departments, branches and localities.
According to the report of the Provincial Agricultural and Rural Development Project Management Board (Provincial Agricultural Project Management Board), up to now, relevant units have implemented a number of tasks such as updating the results of forest status inspection. Based on the total area of forested land with changed use purposes, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to specifically review each location to ensure the area of replacement forestation and require planting with native tree species such as oil, black star, etc. Currently, forest owners in the whole province are surveying and reviewing the forestry land fund that meets the criteria for replacement forestation to register with the Department of Agriculture and Rural Development to submit to the Provincial People's Committee for approval. Thereby, it serves as a basis for implementing forestation, ensuring completion at the same time as the project completion at the end of 2025.
In addition, the survey and preparation of the project feasibility study report are being submitted to relevant ministries and branches for appraisal. As for the preliminary compensation, support and resettlement plan of the project, the departments and offices under the People's Committee of Ham Thuan Nam district are checking and reviewing the plan to incorporate it into the total investment of the project... The implementation process is facing some difficulties and obstacles. Therefore, the Provincial Agricultural Project Management Board is actively coordinating with relevant departments, branches and localities to remove obstacles and continue to implement related procedures according to schedule.
At the meeting, after listening to the reports and opinions of delegates, Chairman of the Provincial People's Committee Doan Anh Dung requested the Provincial Agricultural Project Management Board to coordinate with departments, branches and localities to carry out related procedures on schedule with a cautious, strict and legal spirit. The Chairman of the Provincial People's Committee requested the Department of Information and Communications to establish a Communication Working Group to proactively and regularly provide complete and timely information related to the project. In particular, the People's Committee of Ham Thuan Nam district coordinated with the Provincial Agricultural Project Management Board to develop a compensation and clearance plan for the project. At the same time, strengthen propaganda and mobilization to create consensus among people in project implementation.
It is known that the Ka Pet Reservoir Project is an important national project, the National Assembly decided on the investment policy in Resolution No. 93/2019/QH14 dated November 26, 2019 and adjusted and supplemented the investment policy in Resolution No. 101/2023/QH15 dated June 24, 2023. The scale includes a regulating reservoir with a total capacity of 51.21 million m3 , a useful capacity of 47.41 million m3 , a dead capacity of 3.8 million m3 ; a canal system and other auxiliary works. The total investment of the project is more than 874 billion VND. Of which, the central budget is more than 519 billion VND and the local budget is more than 354 billion VND. The project implementation period is from 2019 to the end of 2025.
The project aims to provide irrigation water for about 7,762 hectares of agricultural land in Ham Thuan Nam district; provide raw water for Ham Kiem II industrial park 2.63 million m3 /year; create a raw water source for the daily life of about 120,000 people in Ham Thuan Nam district and Phan Thiet city; prevent and control floods and improve the environment, regulate water for the downstream area of Ham Thuan Nam district and Binh Thuan province; increase flow in the dry season, contribute to improving the ecological environment in the downstream area, especially the section through Phan Thiet city, contribute to the development of tourism and services in the province.
