Ka Pet Reservoir Project: Accelerating progress with a spirit of urgency, determination, and strict assurance

BTO-On the morning of January 25, Chairman of the Provincial People's Committee Doan Anh Dung chaired a meeting to listen to a report on the implementation status and propose a plan for the next steps of the Ka Pet Reservoir Project in Ham Thuan Nam District. Also attending were Vice Chairman of the Provincial People's Committee Nguyen Hong Hai and representatives of relevant departments, branches and localities.

According to the report of the Provincial Agricultural and Rural Development Project Management Board (Provincial Agricultural Project Management Board), up to now, the project has completed the application for a license to exploit and use surface water; completed the inventory and assessment of the current status of the forest.

Regarding the preliminary compensation, support and resettlement plan, the People's Committee of Ham Thuan Nam district has completed the preparation of a preliminary plan on compensation and resettlement support for the area of land recovered by the state for the project. Regarding the plan to arrange production land for 5 households with production land located in the reservoir and no longer having production land due to land recovery for project investment (about 5.1 ha), the People's Committee of the district has directed functional departments to coordinate with relevant agencies and units to organize a survey of the area where production land can be arranged. Regarding the work of reforestation, currently, forest owners in the whole province are surveying and reviewing the forestry land fund that meets the criteria for reforestation to register with the Department of Agriculture and Rural Development to submit to the Provincial People's Committee for approval.

According to the Provincial Agricultural Project Management Board, the total capital allocated from the beginning of the project to date is 11,249 billion VND, of which the total capital up to 2023 is 10,249 billion VND and the capital plan for 2024 has been allocated 1 billion VND. Regarding the upcoming implementation work, the Provincial Agricultural Project Management Board said that it will continue to complete the feasibility study report according to the requirements of the Department of Construction Management to submit to the Ministry of Agriculture and Rural Development for appraisal according to the investment plan approved by the National Assembly. On the other hand, the organization will select contractors to complete the report (EIA) to submit to the Ministry of Natural Resources and Environment for appraisal and approval...

After listening to the report and opinions at the meeting, Chairman of the Provincial People's Committee Doan Anh Dung said that currently, the progress of the project-related work is very slow, so it is necessary to speed up the progress with a spirit of urgency, determination and strict compliance with legal regulations. The Chairman of the Provincial People's Committee requested the Provincial Agricultural Project Management Board to continue reviewing the work that needs to be done and fully supplementing it to the project implementation schedule, to ensure feasibility during the implementation process; urgently complete the project feasibility study report. The Department of Information and Communications continues to closely coordinate with press and radio agencies to proactively provide information about the project. Ham Thuan Nam District People's Committee continues to propagate the project investment policy; coordinate with the Project Management Board in the work of compensation, support and resettlement of the project to ensure compliance with regulations, ensuring compliance with the reality and customs and practices of local people...

As reported, the Ka Pet Reservoir Project has a total investment of VND 874,089 billion, of which the central budget is VND 519,927 billion and the local budget is VND 354,162 billion. The project implementation period is until the end of 2025. The project aims to provide irrigation water for about 7,762 hectares of agricultural land in Ham Thuan Nam district; provide raw water for Ham Kiem II industrial park 2.63 million ^m3 /year; create a raw water source for the daily life of about 120,000 people in Ham Thuan Nam district and Phan Thiet city; prevent and control floods and improve the environment, regulate water for the downstream area of Ham Thuan Nam district and Binh Thuan province; increase flow in the dry season, contribute to improving the ecological environment of the downstream area, especially the section through Phan Thiet city, contribute to the development of tourism and services of the province.
