The road connecting Tran Quoc Hoan Street with Cong Hoa Street (Tan Binh District, Ho Chi Minh City) is 4km long, with 6 lanes, and is a project that synchronizes with the T3 passenger terminal of Tan Son Nhat International Airport.
The project started construction in December 2022 and will open to traffic at the end of this year to prepare for connection with the T3 terminal project (expected to be completed and put into operation on April 30, 2025).
Once completed, this route, along with the T3 passenger terminal, is expected to ease traffic congestion in the areas inside and outside Tan Son Nhat International Airport.

Recently, in a report sent to the Department of Planning and Investment and the Department of Transport of Ho Chi Minh City, the Management Board of Investment and Construction of Transport Works of Ho Chi Minh City (abbreviated as the Transport Board, the investor) said that the Tran Quoc Hoan - Cong Hoa connecting road project has completed about 85% of the work volume.
Currently, package 13 - construction of roads, retaining walls, sidewalks, drainage, traffic organization and expansion of Truong Chinh Street at the end of the route is facing land acquisition problems, so the construction progress cannot be accelerated. The problems in this package have affected the overall project, causing the Tran Quoc Hoan - Cong Hoa connecting road to not be able to open to traffic by the end of December this year as originally planned.
According to the investor, construction of Package No. 13 has been underway since September 30, 2023, and the contractor has completed about 65% of the work. However, site clearance issues are causing this package to be delayed. It is expected that this package will be completed before February 28, 2025, provided that the Tan Binh District People's Committee hands over the site to 68 households as soon as possible (at least 2 months before the entire route is opened to traffic), giving the Traffic Department enough time to complete the project.
The Ho Chi Minh City Transport Department also said that currently, the implementation of site clearance compensation and resettlement support in package No. 13 has not been completed, so the capital allocated in 2024 for site clearance compensation of about 373 billion VND cannot be disbursed.
To ensure the progress of opening the entire route connecting Tran Quoc Hoan - Cong Hoa according to the direction of the Government leaders and the City People's Committee to serve the connection and exploitation of Terminal T3 - Tan Son Nhat International Airport, the Ho Chi Minh City Traffic Committee proposed that the People's Committee of Tan Binh District support the acceleration of the completion of related documents and procedures to issue decisions on land recovery, decisions approving the Compensation, support and resettlement plans before November 15, 2024.
This will ensure the disbursement of the public investment capital plan assigned in 2024 and handover of the site to the Traffic Department before November 30, 2024 to speed up construction progress.
The Ho Chi Minh City Department of Transport also requested the People's Committee of Tan Binh District to urgently organize dredging of the existing A41 canal to complete before November 15, 2024; at the same time, speed up the progress of completing compensation and site clearance for the A41 canal project to deploy construction to complete the project as soon as possible to ensure drainage when the T3 terminal is put into operation.
