On the morning of May 23, Prime Minister Pham Minh Chinh chaired an online meeting of the Government Standing Committee with localities on the implementation of the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
Deputy Prime Minister Tran Hong Ha and leaders of ministries, branches and localities attended the meeting.
At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were leaders of departments, branches and localities where the 500kV line 3 project passes through.
PROJECT DEPLOYMENT ENSURES ON SCHEDULE
Vietnam Electricity Group said that implementing the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), up to now, the compensation and site clearance work has handed over 1,177/1,177 pole foundation locations; handed over 478/513 anchor corridors; 35/513 anchor spaces have not been handed over.
The steel column supply work has handed over 667/1177 column positions, 510/1177 column positions have not been handed over.
Regarding construction progress, up to now, 1,162/1,177 foundations have been completed, and 15/1,177 positions are under construction. 398/1,177 column positions have been completed, and 222/1,177 column positions are being erected. 10/513 anchorage spans have been pulled, and 7/513 anchorage spans are being pulled.
To complete the project's energization according to the schedule assigned by the Prime Minister, Vietnam Electricity Group is urgently urging construction contractors to focus on human resources and construction machinery to soon complete the construction of column foundations, pole erection, and wire stretching according to the committed schedule. Urging contractors to supply materials and equipment to promptly complete the fabrication and transportation to the construction site for installation.
It is expected that by May 23, 2024, the foundation casting will be completed; by June 15, 2024, the pole erection will be completed; by June 20, 2024, the installation of insulation, accessories and wiring will be completed; and from June 20-30, 2024, testing, acceptance and energization will be carried out.
COMPLETE HANDOVER OF THE ROUTE CORRIDOR BEFORE MAY 31
At the meeting, leaders of 9 localities: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen; leaders of ministries, branches and units reported specifically on the implementation progress, difficulties, plans and solutions in the coming time.
Speaking at the meeting, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that, implementing the Prime Minister's direction, Nghe An has coordinated closely with the investor to carry out site clearance work. To date, Nghe An has handed over 202/202 column locations and 84/87 anchorage spaces.
The 3 anchors that have not been handed over in Nam Dan district are facing problems with land origin. The province has agreed with the investor to compensate for people's assets and ensure site clearance is carried out on schedule. First of all, the province will focus on mobilizing people to hand over the 3 anchors before May 31, 2024 to ensure construction site.
In addition, by May 31, 2024, Nghe An province will also complete the compensation plan for pole positions and anchorages to pay compensation to the people. The province has agreed to determine the resettlement locations for 18 households and has mobilized people to rent housing in case the resettlement site has not been handed over, ensuring that it does not affect the wiring and power connection.
Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung added that up to now, the province has completed handing over 202/202 column foundation positions, of which 200 positions have been completed and 2 positions are under construction; 54 column positions have been completed and 21 column positions are under construction.
"In the past time, the province has directed localities to coordinate with investors to implement the spirit of "4 on-site": Mobilizing machinery, labor, materials, and logistics to help investors and contractors carry out construction. In the coming time, Nghe An will continue to focus on supporting investors and contractors in erecting poles and pulling wires, contributing to ensuring the project is completed on schedule," said Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung.
CLOSE COOPERATION, STRIVING TO INAUGURATE THE PROJECT ON JUNE 30
Concluding the meeting, Prime Minister Pham Minh Chinh said that as the country’s economy is recovering positively, the country’s demand for energy is very high. Therefore, more efforts are needed to supply electricity, especially electricity for production and business, especially during peak times in June and July.
Emphasizing that the results achieved in the past time are remarkable and worthy of respect, with the high responsibility of ministries, branches and localities, the Prime Minister said that localities from the provincial to communal levels have actively participated; the support and consensus of the people for the national key project is noteworthy.
In particular, the Prime Minister praised the efforts of Vietnam Electricity Group and the National Power Transmission Corporation; ministries and branches have also actively participated and the enthusiastic working spirit of 8,000 - 10,000 workers at the construction site with the spirit of: "overcoming the sun, overcoming the rain", "working in 3 shifts, 4 shifts", "only working, no backing down", "working through holidays and Tet".
Emphasizing the tasks in the coming time, Prime Minister Pham Minh Chinh requested to focus on reviewing, directing the production and erection of poles. Localities: Ha Tinh, Nghe An, Nam Dinh, Thai Binh, Hung Yen to speed up the progress of completing the handover of the route corridor.
Investors coordinate with localities to mobilize sufficient human resources to ensure construction at the site. Ministries and branches actively coordinate to resolve problems in customs clearance.
Vietnam Electricity Group reviewed and rebuilt the critical progress line, ensuring that the wire pulling must be completed by June 20, 2024. "It must be controlled daily and weekly to ensure the completion of the 500kV circuit 3 line before June 30, 2024."
The Prime Minister requested that agencies, units and workers make more efforts and be more determined, overcome difficulties to complete assigned tasks with the spirit of "only discuss, no backtracking". In addition to speeding up progress, it is necessary to improve the quality of works, ensure construction safety and environmental sanitation.
At the meeting, Prime Minister Pham Minh Chinh assigned specific tasks to ministries, branches, units, and localities and requested close, specific, and effective coordination. Local leaders need to continue to lead, direct, and urge projects passing through the area; ensuring the legal and legitimate rights of people where the project passes.
