The Cao Bo-Mai Son Expressway will be expanded to 6 lanes instead of the current limited 4 lanes to increase traffic capacity.
The Minister of Transport has just signed a decision approving the investment policy for the North-South Expressway expansion project in the East, Cao Bo-Mai Son section.
Accordingly, the project has a total length of 15.2km. The starting point connects to the Cau Gie-Ninh Binh Expressway in Yen Bang commune, Y Yen district, Nam Dinh province. The end point connects to the North-South Expressway project, Mai Son-National Highway 45 section, in Mai Son commune, Yen Mo district, Ninh Binh province.
The Cao Bo-Mai Son Expressway will be expanded to 6 lanes instead of the current limited 4 lanes. The width of the bridge will be suitable for the roadbed.
The leaders of the Ministry of Transport also preliminarily calculated the total investment of the project to be more than 1,995 billion VND using the central budget. Of which, in the 2021-2025 period, it is expected to allocate 1,200 billion VND from the increased central budget revenue in 2022. In the 2026-2030 period, it is expected to allocate more than 795 billion VND.

In addition, the Ministry of Transport also plans to implement the investment preparation project in 2023 and complete it in 2027.
The component project of investing in the construction of the Cao Bo-Mai Son Expressway section (about 15.245km long) under the Investment Project for the Construction of a Number of Road Sections of the North-South Expressway in the East in the 2017-2020 period has been invested in the scale of a 4-lane expressway with a traffic limit of 17m, some sections of the bridgehead, bridge works and underpasses for people have been expanded to 32.25m, clearing the land according to the planning scale of 6 lanes.
The Cao Bo-Mai Son project has a total investment of 1,607 billion VND, using government bond capital allocated for important national projects according to Resolution No. 26/2016/QH14 of the National Assembly. The project's completion phase will be invested in a scale of 6 lanes, with a speed of 120km/hour.
This expressway section was put into operation in February 2022. After being put into operation, the Cao Bo-Mai Son Expressway section with 4 limited lanes (17m wide roadbed, 16m wide road surface, no continuous emergency lane) has revealed many shortcomings, often causing congestion during holidays, Tet, and tourist season.
Answering the question and answer session of the 15th National Assembly on the afternoon of November 6, Minister of Transport Nguyen Van Thang said that it is difficult to complete the investment in the expressway in the context of limited resources. In fact, many developed countries such as the US, South Korea, Japan, Malaysia, etc. and some European countries have to divide their investment in expressways.
Based on the experience of other countries, the Ministry of Transport has researched and reported to competent authorities to implement investment phases according to four principles to ensure that it meets requirements in the context of limited resources, but creates a premise and favorable conditions for the next stage, when there are conditions for upgrading.
The principle of prioritizing complete investment in sections with high transport demand and only investing in the width of the roadbed. Technical items and site clearance are only done once. There are many sections that have been fully invested in such as Hanoi-Hai Phong, Ben Luc-Long Thanh, Phan Thiet-Dau Giay...
The Ministry of Transport will coordinate with ministries and localities to develop a plan to upgrade two-lane highways in the coming time, based on actual traffic volume and budget capacity.
Previously, the Ninh Binh Department of Transport had sent a document proposing to the Ministry of Transport to consider investing in the expansion of the North-South expressway, the Cao Bo-Mai Son section, to a scale of 6 complete lanes in accordance with the approved planning.
Specifically, the main route will be expanded by 15.75m of roadbed, ensuring the roadbed width of 32.75m; the road surface width is 22.5m. In addition, 4 bridge construction locations will invest in adding an additional unit including Cao Bo bridge, Cam bridge, National Highway 10 overpass, and Quan Vinh bridge.
