Diamond Blue project died young, tower crane still hanging for more than 10 years

Diamond Blue project is located at 69 Trieu Khuc, Thanh Xuan district, Hanoi city, known as the "green diamond" in Thanh Xuan district.

According to construction permit No. 1400 issued by Thanh Xuan District People's Committee on December 15, 2009, this project is invested by Transport Construction and Trading Joint Stock Company (Traco).

On December 26, 2011, the City People's Committee issued investment certificate No. 01121001057 certifying the two investors of the above project: Traco Company and CCI Consulting and Investment Joint Stock Company.

Then, this consortium cooperated to transfer to HT Land Real Estate Joint Stock Company (HT Land Company).

The total area of ​​the project is 2,539 m2, of which the construction area is 1,290 m2. The project has a scale of 17 floors including 13 apartment floors, 2 basements and 4 commercial floors, providing the real estate market with 113 apartments. The apartments in the project have an area of ​​73 - 200 m2.

The project started in 2009, after completing the underground construction, the construction was temporarily suspended. In 2014, the construction resumed, and to date, 16 floors and 2 basements have been constructed.

According to Nguoi Dua Tin, the tower crane is still hanging and the scaffolding at the project has not been dismantled, posing a potential safety risk to residents and neighboring structures.

Faced with the unsafe situation for people and neighboring structures, on January 28, 2021, the Hanoi Department of Construction issued Document No. 911 to the People's Committee of Thanh Xuan District. The document clearly stated that "the People's Committee of Thanh Xuan District is requested to direct the People's Committee of Thanh Xuan Nam Ward to contact the investor and related units to organize the dismantling of the tower crane to ensure safety for people and surrounding structures".

At the same time, Thanh Xuan District authorities also requested the investor to complete the handling before April 15, 2021 and be legally responsible if there is any safety loss related to the project's crane and scaffolding system.

In addition, Thanh Xuan Nam Ward People's Committee also issued Document No. 26 dated January 14, 2021 to 3 parties including: Traco Company; CCI Company; HT Land Company, regarding the dismantling of tower cranes and scaffolding at the Office-Residential Project No. 69 Trieu Khuc Street.

However, as of June 2023, the status quo remains unchanged .
