The project was initiated by the City in 2008 after relocating the Cultural Center at 84 Hung Vuong (Hai Chau District). However, over the past 17 years, the center has been in a "wandering" state, staying at nearly a dozen places. According to the Management Board, the project is currently located on a land area of more than 4.7 hectares facing Cach Mang Thang 8 Street, Thang Long Street and Do Xu Street, located in Hoa Cuong Nam Ward (Hai Chau District) and Khue Trung Ward (Cam Le District), adjacent to the Exhibition Center.

The scale of the project includes the main building with a floor area of 19,000 m2 , 1 semi-basement floor, 4 upper floors, 2 halls with 730 seats (1st floor) and 1,000 seats (2nd floor), 2 cinema rooms with 200 seats..., the total estimated investment is 519 billion VND. However, the project is currently in the stage of submitting to the People's Council for comments to approve the investment policy, then there will be a competition for the project's architecture, starting construction in 2026, and going into operation in 2029.
Previously, as Thanh Nien reported, the People's Council of Da Nang City had passed a resolution to start construction in 2025, but so far the investment preparation steps have not been in time. According to Mr. Doan Ngoc Hung Anh, Vice Chairman of the People's Council of Da Nang City, the project is oriented not only as a place to organize cultural, artistic and sports activities but also to organize international events such as the Asian Film Festival or the city's large conference center to serve political events, so it is necessary to shorten the procedures soon and implement the steps in parallel.
