The project to build the Nam Van River irrigation cluster is a major project, identified by the Provincial Party Standing Committee as a key project that needs to focus on leadership and direction in the 2021-2025 period, in which upgrading and reinforcing the Van River bank from Lim Bridge to Van Giang Bridge and building Cha La Bridge under the Cha La Bridge Construction Project are very important items, both irrigation works, traffic combined with tourism, and at the same time works of architecture and urban culture in the center of Ninh Binh city.
The project to build the Nam Van River irrigation cluster was approved in principle by the Ministry of Agriculture and Rural Development in Decision No. 3308/QD-BNN-KH dated July 23, 2021. Comrade Nguyen Thanh Binh, Deputy Director of the Department of Agriculture and Rural Development, said: This is a multi-purpose project, not only draining water for about 975 hectares in the Southeast area of Ninh Binh city, Khanh Phu Industrial Park and neighboring residential areas, supplying irrigation water to replace the water source from Ninh Binh Thermal Power Plant for about 1,970 hectares of cultivated land in Canh Dieu sub-area, increasing the ability to supply additional water from the Day River to the Vac River (via the Van River) combined with improving the water environment of the Van River, but also a traffic and tourism project; Together with other works such as the Central Cultural House and Cha La Bridge, it will create an important architectural complex, creating a highlight for the central area of Ninh Binh city, contributing to the development of tourism in the inner city area.
According to the design, the project consists of 4 components: Dredging, embankment to prevent landslides on both banks of Van River from Van Giang Bridge to Lim Bridge; Nam Thanh City pumping station cluster; Cong Cai pumping station cluster; Khanh An 1 pumping station cluster. The total investment of the project is 600 billion VND, of which the central budget is 450 billion VND and the provincial budget is 150 billion VND.
Recognizing the important role of the project, the localities that benefit from the project have quickly started to implement the site clearance work. Up to now, the site clearance work for the projects has been focused on and implemented by the People's Committee of Ninh Binh city and the People's Committee of Yen Khanh district, basically meeting the construction progress. Particularly for the dredging and embankment component to prevent landslides on both banks of the Van River from Van Giang bridge to Lim bridge, the site has been handed over about 60%. Currently, the site clearance work of the project is facing some difficulties and problems: The section through Cho Rong Market still has no plan to move the markets within the scope of the project. In addition, the residential area adjacent to the Royal Hotel, some households in Ward 4 of Van Giang (Bun Hamlet) have not accepted the compensation plan and unit price for site clearance; in which, the residential area on the East bank of the Van River adjacent to the Royal Hotel has 10 households in the Railway Locomotive Collective Housing Area that were granted collective housing but not land.
Regarding construction, the project investor has completed the selection of contractors for the packages. The construction progress not only meets the requirements but has also been closely monitored and supervised by the Provincial People's Committee, relevant levels and sectors to make timely adjustments in accordance with the reality and requirements, and new development perspectives of Ninh Binh city. Along with that, the contractor has organized the construction quickly, neatly, scientifically, ensuring progress, techniques, aesthetics, and creating urban landscape architectural highlights. The total value of the construction is 60/395.4 billion VND, reaching 15.17% of the contract value.
Specifically: The contractor has organized the construction of the road and dredging of the riverbed on the East bank from Van Giang bridge to Hoang Gia hotel; on the West bank from the park adjacent to Cho Rong to Xom Bun; construction of a type 1 boat dock, some pumping station items (station house, discharge tank, discharge culvert, etc.), pumping station irrigation canal, etc. However, the Van river embankment cuts through the underground wastewater drainage pipeline system, underground power cable system, and fire prevention and fighting system of Cho Rong. Therefore, the construction process must coordinate with related units to agree on the construction method for restoration, affecting the construction progress of the project.
To continue to effectively implement the above projects, ensuring progress, quality and aesthetics of the works, the Provincial People's Committee has requested the Ninh Binh City People's Committee to preside over and coordinate with relevant agencies and units to focus on site clearance for the projects to hand over the remaining sites to investors and contractors for construction; closely coordinate with the Department of Natural Resources and Environment, relevant agencies and units to develop compensation and support plans for site clearance according to regulations, and promptly resolve locations with site clearance problems.
As the investor of the Nam Van River Irrigation Cluster Construction Project, the Department of Agriculture and Rural Development has coordinated with the Department of Construction and the People's Committee of Ninh Binh City to study the adjustment plan in the direction of widening the Van River for the river section at the Lim Bridge head and the Van Giang Bridge head; carefully check and calculate the selection of the height of the pile cap lock of the riverbank to ensure the aesthetics of the project, in accordance with the urban landscape. At the same time, the Provincial People's Committee has directed the Department of Agriculture and Rural Development and the Provincial Traffic Construction Investment Project Management Board to closely coordinate in the synchronous implementation of the items of the Nam Van River Irrigation Cluster Construction Project and the Cha La Bridge Construction Investment Project; and direct the construction contractor to strictly implement the work of ensuring traffic safety, labor safety and environmental sanitation; Focus on speeding up the construction progress of the embankment on the East bank of Van River from Van Giang Bridge to Hoang Gia Hotel and the intersection on Le Dai Hanh Street of Cha La Bridge Project, to be completed before Lunar New Year 2024.
In addition, for the Khanh An I pumping station cluster project, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to preside over and coordinate with the Department of Transport and the People's Committee of Yen Khanh district to study the plan to upgrade the canal bank combined with the connecting traffic route from National Highway 10 to the Huu Song Day dike route to promote the effectiveness of project investment.
